3、重制约，特别是企业的财务管理得不到应有的重视，不能发挥财务管理对企业资金的计划、运用和分配的功能，使得企业抵抗风险的能力较弱，企业寿命周期短、生存力不强。绝大多数中小企业往往片面追求提高企业短期经济效益，而忽视了财务管理对提高企业长期经济效益的真正作用，财务部门仅仅体现了会计核算和监督最基本的职能。在此基础上，分析北方水泥厂财务管理存在问题，如：财务管理资产结构不合理、财务管理融资能力不足、缺乏科学投资分析造成投资失误、财务管理制度缺失及执行力度不够，提出完善北方水泥厂财务管理的具体策略，如合理调整财务管理资产结构、改进北方水泥厂融资方式、投资要而向市场进行投资可行性分析、完善财务管理制度提高
