4、位论文。 本学位论文属于 1保密?,在_年解密后适用本授权书。 2不保密?。 (请在以上相应方框内打“”) 作者签名: 日期: 年 月 日 导师签名: 日期: 年 月 日 I 农村中小学教师补充问题研究 摘 要 目前农村中小学教师补充工作形势严峻,呈现出和以往不同的新任务、新要求,面临着新的机遇和挑战,如何有效补充农村中小学教师,尚有大量问题亟待研究和解决。通过对农村中小学教师补充的相关文献进行梳理,基于湖南农村中小学教师补充现状的调查分析发现,目前农村中小学教师补充途径已经从单一招聘录用转向渠道多样化,创造了一些激励农村教师补充的措施,农村优秀教师典型示范作用得到有效发挥。但是,农村中小学教

5、师补充过程中仍然存在一些突出的问题,包括:教师编制标准不切合农村中小学实际、多种补充途径的具体操作措施有待完善、激励措施对农村教师的吸引力不强、补充管理工作缺乏科学预见和整体规划、农村教师队伍中占编不在岗人员退出难度大。影响农村中小学教师补充工作的因素有观念、政策、投入、管理、教师、环境等六个方面。 调查表明,当下改进农村教师队伍补充工作的困难并不是技术上的,而是深刻的思想价值观念冲突的问题,亟需明确农村中小学教师补充工作的价值取向,要落实城乡教师的平等法律地位,保障农村中小学教师获得差异补偿的权利,从确保农村学生的受教育权出发,以农村教育投入的公益性为前提,促进教师管理权力的合法分配。农村教

6、师补充要坚持多样化的原则和科学的方法,完善教师编制办法、拓宽补充途径、加大激励措施、改进管理工作、加强教师职业信念教育。政府要努力创造条件,创新和完善农村中小学教师补充机制,吸引优秀毕业生到农村任教,让农村中小学教师变成让人羡慕的职业,得到全社会的尊重。要增强农村教师的幸福感,稳定农村教师队伍,提高农村教育质量,形成教师人才的有序流动,这样才能建立一支师德高尚、爱岗敬业、结构合理、素质较高的农村中小学优秀教师队伍。 关键词:农村中小学教师;补充工作;补充机制;价值取向 II硕士学位论文 Abstract The situation of teacher complementary work a

7、bout the rural primary and secondary schools at present is serious. It appears new tasks and new requirements, facing new opportunities and challenges, moreover how to effectively complement the teachers in rural primary and secondary schools, there are lots of problems need to be studied and solved

The paper reviews the research about the teachers complementary problem of primary and secondary school in rural areas, through studying the present situation about the teachers complementary of primary and secondary school in Hunan rural, we gained some effective experience. At present, rural pri

9、mary and secondary school teachers complementary pathways are from single recruitment to diversification, measures are taken to motivate rural teachers complementary works, strengthen the excellent rural teachers exemplary role. However, in the process of teachers complementary work in rural primary

10、 and secondary schools, there are still some outstanding problems, including: preparation of teachers in rural primary and secondary schools standard cannot meet the actual, complementary avenue of specific operational measures need to be improved, incentives measures to attract rural teachers play

11、less role, the lack of complementary work management scientific foresight and overall planning, rural teachers for series not post exit difficulty. The influence factors on the teachers complementary work of primary and secondary schools in rural areas has six aspects, such as idea, policy, investme

12、nt, management, teachers, and environment, etc. Survey shows, its not a technical issue to improve rural teachers complementary work difficulty, but the conflict problem about profound value ideas. It need to clear the value orientation of the teachers complementary work in rural primary and seconda

13、ry schools, to implement the equal legal status between urban and rural teachers; secure rural primary and secondary school teachers differences in compensation rights; ensure the rights to education for students in rural areas; base on education in rural areas of public welfare, to promote the teac

14、her authority legal allocation. The rural teachers complementary work should adhere to the principle of diversification and scientific methods, to improve teacher preparation standard methods, to broaden the complement pathway, increase incentive measures, improving management, strengthening teacher

15、s occupation and belief education. To strengthen rural teachers sense of happiness, stabilize rural teachers, to improve the quality of rural education, teachers formed the orderly flow of personnel, so as to establish a noble morality, love and dedication, reasonable structure, high quality excellent primary and secondary school teachers in rural areas.
