4、进，但在此过程中出现了如环境污染、公共服务落后等问题。我国在建设社会主义新农村时要吸取教训，少走弯路，要逐步推进农业现代化，工业辅助农业；统筹城乡发展，合法合理实现城镇化；加快发展现代农业，提高粮食产量和质量，科学化、人性化、合法化种植，确保国家粮食安全；加强农村基础设施建设和公共服务，使农民老有所养、老有所依、老有所乐；拓宽农民增收渠道，深化实践税费减免政策，鼓励农民自主创业；深层挖掘城镇生产力，建设农民幸福生活的美好家园。本文通过分析农村生产力发展水平、农村收入情况、民风文明建设、农村基层管理方面存在的问题，解构其问题产生的深层背景，在现代化建设新的时代背景下提出建设社会主义新农村的建议和
