2、题与教训.243.5 敏感性分析.27 4结论.31 谢辞.32 参考文献.33摘要摘要中国各项基础设施进入大规模的建设阶段，给施工企业带了了巨大的发展机遇。由于施工项目的建设期较长，其建设期的成本控制，是施工企业建设项目控制的关键。但是我国由于长期受计划经济、控制手段和方法的影响，建设项目的大部分都是在成本超支、工期延长的情况下完成的。因此，如何在目标成本内或以最低成本，在规定的时间里完成能够满足要求的项目建设，是当前工程建设活动中需要关注的重要问题。本文在对各种成本控制理论进行比较研究的基础上，从项目施工的全过程出发，对施工成本构成要素进行分析、研究，对成本控制的关键环节进行剖析、并提出相
3、应的对策，以提施工成本控制的水平，革新成本控制的理念和思维，为推动建筑业的健康发展做出一定的贡献。论文引入工程实例，结合企业成本控制工作的实践，探索了影响项目施工各阶段成本的因素，研究了施工各阶段成本控制的方法，提出了通过成本的优化控制，实现施工成本的节约的想法。关键词关键词：建设项目；费用构成；成本控制；成本分析IAbstract The basic facilities of China is entering the large-scale construction stage, and it gives the construction enterprise great opportu

9、Keywords: Construction projects ;cost structure ;cost control; cost optimization01. 绪论绪论1.1 建设工程成本控制的国内现状分析建设工程成本控制的国内现状分析建筑工程项目成本控制是工程的三大控制中较重要的一项因素。因为建设工程项目成本控制工作做的好坏，将直接决定工程是否盈利。现阶段我国随着社会主义市场经济体制的不断完善，对外开放的不断深化。但是，在经济发展的同时建筑工程领域也出现了大量的问题，其中比较突出的是，没有规范的成本管理思想，技术与经济分离，项目投资失控现象经常发生。目前在我国的建设领域普遍存在着严重
10、的“三超（概算超估算，预算超概算，结算超预算） ”现象、 “烂尾楼工程”现象，这些现象均与建设项目各个阶段成本失控有着必然的联系。到现在为止，我国的建筑业的发展还不够成熟，还有很多方面需要改进和完善，特别是在成本控制方面还存在以下方面的问题。1.1.1 成本管理观念僵化成本管理观念僵化一些施工企业成本管理往往只注重事中成本控制，忽视事前成本控制，只重视项目施工阶段成本中控制，忽视项目准备阶段成本控制，特别是有些施工企业，不重视施工成本的管理，一些重要的成本控制方法和措施经常被流于形式。施工企业只重视“显成本”的控制，而对“隐成本”不加以重视，结果使得实际成本却大大增加。1.1.2 成本管理方法不科学合理及成本控制指导思想老化成本管理方法不科学合理及成
