4、2、不保密。（请在以上相应方框内打“”）作者签名：导师签名：日期：日期：年年月月日日I综合医院项目建设效果预论证与前期应用研究摘要现阶段，多数项目的前期工作都进行了可行性论证，为项目的建设提供一定的决策依据。然而，由于项目建设前期工作内容的不确定性、项目本身的独特性以及社会环境的复杂性等方方面面的原因，项目前期决策工作的难度是在工程建设各阶段中最大的，也是最没有规律可循的工作，没有相应的规范、标准，没有成熟的操作方法，前期决策工作的整体水平不高，可行性研究成果做得比较粗糙，数据不准，内容不全，深度不够，方法不当，不能反映实际情况，导致投资项目进展不顺利，甚至失败。本文以系统论的原理作为决策工作
5、的纵轴，着眼于系统与内部要素、系统与外部环境之间的相互联系和作用，从系统时间维的角度论证项目的实施构想，在深入分析目标特征的基础上，针对决策工作中各部分的特点，提出了适用各个部分的研究方法和措施，并结合 “中以友好合作医院 ”项目，通过实例论证了决策工作中特有的规律和方法。本文完成的研究工作主要是：1. 研究了项目前期建设效果预论证的理论原理。对决策阶段可行性论证涉及的系统原理及其观点、建设项目生命周期定义、相关理论在建设效果论证中的应用、建设项目决策分析的总体方法等内容进行了深入探讨，为提高项目前期决策工作的准确性提供了坚实的理论基础。2. 论证了知识维下项目建设的需求分析。以 “中以友好合
6、作医院”项目为例，论述了科学确定项目建设规模的实际过程，首先了解项目所在地区域特点，收集项目对应的市场、资源、气候、地理、人口、经济结构、医疗机构、机构布局、技术手段、环境承受能力、社会影响等资料；其次，通过相关因素的关联性分析，确定项目建设的市场定位和服务对象；然后，分析国家关于同类项目的建设标准，研究项目使用的地区特殊性；最后，借助数学的分析方法，包括使用比较法、指标法和趋势法，根据类似项目的使用情况，选择分类设定指标、对比对象、趋势指数等，科学地确定项目建设的规模。3. 研究了时间维下项目建设的可行性分析。采用SWOT分析法研究项目建设具备的基本条件，通过正反方向的对比，分析项目建设条件
7、的成熟度；利用系统论中的时间维主线，从系统时间维的角度，采用流程图的方法研究项目建设进度安排和项目建设方案的选择；通过阐述国家法规综合医院建设标准，确定项目建设的内容和初步方案，包括项目的规划方案、建筑方案、结构方案、公共配套设施方案等；参照类似项目的组织机构情况，设计项目的管理组织结构，合理安II工程硕士学位论文排人力资源，全面考虑工作岗位和个体能力。4. 对系统论逻辑维下的项目合理性进行了充分论证。本文采用成本效益分析理论进行项目财务评价指标的计算，通过引入 PTCA循环理论，来调整项目的投融资方案，达到优化项目决策目标的目的。采用单因素敏感性分析法进行项目的不确定分析。从可持续发展的角度
8、对项目建设的环境影响进行分析和论证，研究保护环境的相应措施。本文通过对项目特殊性的深入分析及前期工作的具体研究，找到了一些医院建设项目决策阶段普遍适用的规律和方法，帮助工程咨询人员掌握项目前期应使用的基本理论，提高咨询队伍决策分析的专业水平，增强项目前期决策的准确性，真正发挥可行性论证的决策指导作用。关键词:项目建设 ;系统论;需求分析 ;PTCA循环 ;建设效果III综合医院项目建设效果预论证与前期应用研究AbstractNowadays, the feasibility study is carried out for most projects in the preparatorypha
9、se, providing the scientific decision-making evidence for the project development.However, there prove to exist great difficulties to conduct the feasibilit ydemonstration work in the preparatory stage due to the uncertainty, uniqueness andcomplex of social environment of those preparatory projects,
10、 which are featured in noregulation to pursue, no correspondent standards and mature operation criteria, lowlevel of feasibility demonstration, inaccuracy in the data, incompletion in the content,etc. Some feasibility study can not even reflect the truth and thus lead to the slowprogress or even fai
11、lure of the project.Adopting the systematic theory as the feasibility study with a view in theelements of the system and internal, the inter-relation and function of the system andthe external environment, this thesis, based on a thorough analysis on the objective o fthe feasibility study from the p
12、erspective of the entire project period, proposed thestudy methods and measures suitable for each section using the “China-IsraelFriendship Cooperation Project Development” case and illustrated the special rulesand methods for feasibility study.The principal research and study for this thesis includ
