2、ity: Hebei UniversityDate of Oral Examination: May, 2013摘摘要要世界范围内，高新技术飞速发展，高新技术对经济发展的推动作用越来越大，全球经济快速发展，竞争也越来越激烈。在这样的背景下，加速高新技术产业的发展，使高新技术产业成为推动我国经济发展、提高我国国际竞争力的重要支撑力很有必要。对于高新技术产业的发展情况以及对策研究情况，国内外研究者都做了大量的分析，但是大多数都是定性研究，定量研究较少.本文在借鉴前人研究的基础上，采取定性研究和定量研究相结合的方式，建立模型，得出结果，从模型结果去分析高新技术产业的发展情况，找出存在的问题，针对问题
3、提出相应的解决措施。本文首先对高新技术产业的概念、特征以及河北省高新技术产业的发展情况和政策支持的相关情况进行了介绍。通过运用主成分的方法对河北省高新技术产业的发展水平做了综合评价，选取了 20 个指标做主成分分析，提取了三个主成分，分别命名为高新技术产业发展因子、高新技术产业发展的人才培养因子、财政资金支持因子，并对这三个因子得分进行了排名，得出分析结果，河北省高新技术产业的发展水平居中，河北省高新技术产业在人才培养方面有一定的优势，政府对河北省高新技术产业的资金支持比较落后，因此加快河北省高新技术产业的发展应该从这几个方面入手，保持优势，对于落后的要加快提高；本文选取了对高新技术产业的发展
4、的影响相对较大的几个因素，分别是财政对科学技术的支出、财政对教育的支出、RD 内部经费支出、技术引进经费支出、研发机构经费支出、财政对一般公共服务的支出这 6 个指标，并对这几个因素做了指数分析，了解其近几年的发展情况。用河北省高新技术产业的当年价总产值做为因变量，其他指标做为自变量做回归分析，回归模型剔除了变量技术引进经费支出，最后得出回归模型的结果，分析得出财政对教育的支出、RD 内部经费支出两个因素对高新技术产业当年价总产值的影响是显著的，说明这两个因素对河北省高新技术产业的发展有较大的促进作用，财政对科学技术的支出、研发机构经费支出对高新技术产业当年价总产值的影响是不显著的，但是系数为
5、正，说明利用效率不高。文章最后总结了河北省高新技术产业发展存在的问题，并针对问题提出了相应的对策建议。整篇论文的分析就是通过建立模型、收集数据、运用统计软件的方法对河北省高新技术产业的发展水平、指标的指数分析、影响效果分析进行分析，并对结果进行解释，I摘要从这些分析中找出河北省高新技术产业在发展的过程中存在的差距和问题，根据存在的问题提出相应的建议和措施。关键词高新技术产业指数分析综合评价对策建议AbstractAbstractIn the world scope, the promotion of he rapid development of high-tech to economydev
