1、上海交通大学 MPA 学位论文 现代农业发展中的政府作用研究 I 现代农业发展中的政府作用研究 以嘉兴市为例 现代农业发展中的政府作用研究 以嘉兴市为例 摘 要 农业兴，百业兴；农民富，国家富；农村稳，天下稳。中国能否在 2050 年实现现代化，关键在于农业能否实现现代化。可以断言，在中国没有农业的现代化，就没有整个国民经济的现代化。 现代农业始于二战后， 是在近代农业的基础上发展起来的以现代科学技术为主要特征的农业，是广泛应用现代市场理念、经营管理知识和工业装备与技术的市场化、 集约化、 专业化、 社会化的产业体系，是将生产、加工和销售相结合，产前、产中和产后相结合，生产、生活和生态相结合，
2、农业、农村与农民发展、农村与城市、农业与工业发展统筹考虑， 资源高效利用与生态环境保护高度一致的可持续发展的新型产业。 现代农业是农业发展进步过程中的一个重要阶段。 以市场机制推动现代农业建设是无可争议的，但市场经济并不是全能的，市场有时会发生失灵，特别是对于农业这样一个特殊的产业，其产业特质比较脆弱，更易发生市场失灵。在从传统农业向现代农业的转型过程中，会产生许多不稳定、不公平的现象，没有政府的参与，既不可能实现现代农业的规范发展，也不可能减少农业的转型成本和社会风险。因上海交通大学 MPA 学位论文 现代农业发展中的政府作用研究 II 此政府有必要在市场调节的基础上发挥自身的作用， 以影响
3、或控制现代农业的发展。 本文将公共管理与现代农业有关理论相结合， 运用多种分析方法（比较分析、静态分析和动态分析、理论分析与实证分析等方法） ，进行学科交叉研究，揭示了政府参与现代农业建设的必要性。同时从政府作用的角度出发， 收集国外政府参与现代农业建设的大量文献资料， 总结出发达国家的政府发挥自身作用推进现代农业建设的相关经验，并在深入分析嘉兴现代农业建设的现实基础上，从政府管理角度出发，提出了发挥政府作用发展嘉兴现代农业的途径。 本文共分六部分。第一部分是绪论，主要介绍选题的背景意义，国内外研究现状和不足， 以及本文的研究思路、 方法与本文的创新点。第二部分是理论研究，在对现代农业的基本含
4、义进行阐述的基础上，将现代农业和传统农业进行比较分析，使现代农业的内涵更为清晰。同时分析了市场和政府在经济社会发展中的不同作用， 揭示政府参与现代农业建设的必要性。 第三部分是发达国家政府发挥自身作用发展现代农业的经验与启示，旨在对我国发展现代农业提供借鉴意义。第四部分从嘉兴经济社会和农业发展状况、嘉兴农业发展中遇到的问题、存在的机遇等几个方面入手，深入分析了嘉兴发展现代农业的现实基础。第五部分从现代农业建设中政府作用的角度出发，探索政府作用在嘉兴现代农业发展中的实现途径。提出了以经济手段为主，法律和行政手段为辅，发挥政府作用发展嘉兴现代农业的建议。最后部分对全文进行了简单的总结。 上海交通大

The whole country will be rich if farmers are
6、rich. The whole country will be stable if the rural areas are stable. Agriculture modernization is the key to the overall modernization in China around the year of 2050. It can be concluded that it would be impossible to achieve the modernization of the whole national economy without agriculture mod
7、ernization. Modern agriculture with science and technology as its main characteristic is based on the contemporary agriculture and developed after the World War Two. Its an industry system of marketization, integration and specialization, which applies the modern market principle, the knowledge of m

Meanwhile, it considers the combination of production, life and zoology and the development of agriculture, countryside and farmer as well as the development of country and city, agriculture and industry. Modern agriculture is one period in the progress of agricultural development. It
10、 is indisputable that we promote the development of modern agriculture by market mechanism, but the market economy is not all-powerful, market failure occurs sometimes, especially for such a special industries as agriculture. The industry characteristic of agriculture is rather fragile. Agricultural
11、 industry has a market failure more easily. In the course of transiting from traditional agriculture to modern agriculture there will produce much unstable and unfair phenomenon. Without the role of government, it is impossible to develop modern agriculture normalized, and reduce the cost of agricul
12、tural restructuring and social risks. So, it is necessary that the government has its own role to play to influence or control the development of modern agriculture on the basis of market adjustment. Integrating public administration and modern agriculture theory, making full use of different kinds

On the base of collecting a few of literature about foreign government taking part in developing modern agricultural, this thesis sums up how governments of developed countries play their own role to develop modern agriculture. After deeply analysing the realities of ag
15、riculture in Jiaxing, from the point of view of governments role, the author puts forward how can the government take part in developing modern agriculture in Jiaxing.
