1、河北工业大学硕士学位论文军民结合型企业供应链管理研究姓名：陆邦春申请学位级别：硕士专业：工商管理指导教师：曾珍香20071201河北工业大学工商管理硕士（MBA）学位论文 i军民结合型企业供应链管理研究军民结合型企业供应链管理研究 摘 要 摘 要 “军民结合、寓军于民”是我国国防科技工业发展的中长期战略，国防工业当前已基本形成了军民结合的工业体系。然而，我国军工企业供应链管理普遍存在许多问题，管理效率和效益普遍不高，与国际先进供应链管理水平相比仍存在较大差距。在当前阶段，军民结合型企业面临着新形势下的竞争与合作考验，并需要同时面向国防和经济建设两个主战场；如何实现军民协调发展，并抓住机遇在国际
2、竞争中获胜和发展壮大，是摆在所有军工企业面前的重要课题。由于军民结合型企业供应链管理所具有的特殊性和复杂性，加上目前此类研究的资料和案例不多，因此，对军民结合型企业供应链管理进行研究和实践探索，具有一定的实用价值。 首先，本文对供应链、供应链管理的研究现状及相关理论进行了介绍，分析了军民结合型企业供应链的特点和其所面临的问题，对其供应链管理战略、体系设计、功能结构、实施策略、供应链管理绩效评价指标体系等方面内容进行了总体论述。其次，对军民结合型企业内部供应链管理协调机制、内部市场机制、组织结构与业务流程优化、SCM 信息技术支撑体系设计、企业内部物流系统管理等内容进行论述，并重点对其供应链内部
3、协调、基于内部协调机制下的 BPR、集成信息组织、库存 VMI 策略等问题进行了专项论述。再次，用专门一章论述了军民结合型企业供应链合作伙伴关系，主要对建立战略伙伴关系的要点、供应链合作伙伴的选择方法、合作伙伴评价指标体系、模糊层次分析法评价方法、军民结合型企业与全球供应链对接方面进行了分析和论述。在上述理论研究的基础上，采用了理论与实践相结合的方法，通过一个典型的军民结合型企业HTDJ 企业供应链管理的实践，对前面各章节里提出的一些想法、观点、理论、研究成果等，进行实际应用的综合性研究。最后，形成了结论性总结。本文为加速军民结合型企业供应链管理实施应用，具有一定的实际借鉴意义。 关键词：关键

However, many problems are existed in supply chain management of our national military enterprise, managing efficient and benefit is not good, theres still a long way to go comp
6、ared with international advanced supply chain management. At the present, military and civilian combination enterprise is facing the competition and cooperation under the new situation, moreover it had to face two main battlegrounds of national defense and economy; how to run military and civilian d
7、evelopment harmoniously and grip the opportunity to win and strengthen in the international competition is an important subject for all military enterprises. Since the peculiarity and complexity of the supply chain management in the military-and-civilian combination enterprise, as well as this kind
8、of material and cases are not enough, therefore, it has a certain value to research and explore on the supply chain management of military-and-civilian combination enterprise. First, present situation of research and relative theories of supply chain and supply chain management is introduced, the ch
9、aracteristic and various problems of military-and-civilian combination enterprise supply chain is analyzed, total discussion are conducted on its supply chain management strategy, system design, function structure, implementation tactic and supply chain management benefit evaluation, etc. Then, mili
10、tary-and-civilian combination enterprise internal supply chain management integration mechanism, internal market mechanism, organization structure and business flow optimum, SCM information technology supporting system design, enterprise internal resource system management are discussed, the experti
11、se discussion of supply chain internal harmoniously, BPR of basically internal harmonious mechanism, integration information organization and stock VMI tactics are focal discussed. The following chapter is specialized to analyze and discuss on the cooperation relationship of military-and-civilian co
12、mbination enterprise supply chain, mainly analysis and discussion of essentials of building strategy partner, selection method of supply chain cooperation partner, target system evaluation of cooperation partner, FAHP, linkage of military-and-civilian combination enterprise and global supply chain.
13、On the basis of above theoretical research, adopting the method of combining theory and practice, some ideas, opinions, theories and research fruits are raised up to the above chapters via the experience of typical military-and-civilian combination enterpriseHTDJ enterprise supply chain management,
14、and integrated application research are conducted. Finally, a conclusion is formed. This dissertation has a certain practical reference to speed up the implementation and application of military-and-civilian combination enterprise supply chain management. 15、n，SCM，internal coordination，FAHP 河北工业大学工商管理硕士（MBA）学位论文 1第一章 绪论 第一章 绪论 11-1 论文的选题背景 1 论文的选题背景 随着市场竞争日益激烈，特别是中国加入 WTO 的世界经济大环境，经济全球化进一步发展以及科学技术的进步，使企业面临缩短交货期、提高产品质量、降低成本和改进服务的压力。世界制造中心向中国的转移，这对于我国广大企业来讲，是机遇更是挑战。2006年 1 月公布的中共中央国务院关于实施科技规划纲要增强自主创新能力的决定中明确提出，要“深化国防科研体制改革，建设军民结合、寓军于民的国防科技创新体系” 。因此，军工企业如何
16、在新形势下贯彻好“军民结合、寓军于民”方针，如何应对新形势下的竞争与合作，如何实现军民协调发展，并抓住机遇在国际竞争中获胜，是十分重要而又切实急需加以解决的问题。而被业界推崇为最佳解决方案的供应链管理，正是解决这些问题的金钥匙之一。 企业或企业之间的运营内容概括起来，包括物流、信息流、资金流、服务流、知识流五个方面1，这正是供应链管理涵盖的内容。供应链管理作为企业生产经营管理过程的重要环节，已经越来越受到国际上广泛重视。而目前国内不少企业对此关注不够，或不能摆正供应链管理在企业经营管理中的真正位置；在市场中，企业同样命悬于“供应链”，因为企业的竞争越来越取决于供应链成本与效率的竞争。如何做到在库存、固定投入、采购和物流成本更低的同时，而对顾客服务和市场的反应更快，盈利能力更强，这就成为现代企业面临的不可回避的问题。 美国著名经济学家克里斯多夫指出2： “市场上只有供应链而没有企业” 、 “真正的竞争不是企业与企业之间的竞争，而是供应链与供应链之间的竞争” 。由此可见进行供应链管理研究所
