1、上海交通大学 MPA 学位论文 浙江省嘉兴市南湖区产业集群发展研究 I浙江省嘉兴市南湖区产业集群发展研究 摘 要 产业集群是一种世界性的经济现象，它是指在某一特定领域中（通以某一个主导产业为中心）大量产业联系密切的企业以及相关支撑机构空间上集聚，通过协同作用，形成强劲、持续竞争优势的现象。随着经济市场化程度的不断提高，全国许多地方产业集群急速发展，已成为区域经济发展的一种战略方式。国内外理论和实践表明，产业集群是培育区域竞争优势的重要途径，本文以产业集群理论为基础，对浙江省嘉兴市南湖区产业集群发展战略进行了初步探讨。 本文对产业集群的相关理论作了简要的评述，在此基础上分析了产业集群形成的路径选
2、择和竞争优势，为南湖区产业集群发展提升的思路与对策提供理论依据。在对南湖区工业经济发展现状进行评估判断后，文章对实施产业集群的战略选择进行分析，进而指出，推进产业集群发展是推动南湖区工业化、城市化进程，实现南湖区经济社会又好又快发展的必由之路。 针对南湖区产业发展现状与问题，南湖区产业集群发展应着眼于提高产业竞争优势、增强区域经济实力，遵循产业集群发展的客观规律，以龙头企业优势产品为依托，以上下游产品有机链接为纽带，以配套企业合理布局为基础，加快构筑产业链条，不断提高四大产业集群的产业规模和综合争力，增强自主创新能力，促进经济增长方式转变，加快实现优势领域跨越式发展，促进工业园区和产业集群的互

Theories and practices at home and abroad proves that the regional industry cluster is an important way to cultivate competitive advantages. Based on the theory of industry cluster, this paper discusses the development strat
6、egy of industrial clusters of Nanhu District, Jiaxing City,Zhejiang Province. On the overview of industrial clusters theory, this article analyses the path choice of the formation of industrial clusters and provides a theoretical basis for the development of Nanhu districts industrial clusters compe
7、titive advantages. The article also recommends that, by relying on the elite enterprises and their leading edge products, organic links of the product chain and the rational geographic layout of enterprises,
10、the district should speed up building the production chain, and constantly improve the scale and competitiveness of its four industrial clusters, enhance the ability of independent innovation, promote the transformation of the mode of economic growth, speed up the pace of development in the field of
11、 advantages, promote interactive development of industrial clusters and industrial parks, and form new development patterns which features industrial clustering, rational layout and resource insensitivity. The article concludes with seven strategies that should be taken by Nanhu district in the deve
12、lopment of industrial clusters. 14、产业及其相关支撑机构集中于特定的地理区域，能够在技术、信息、劳动力、公共基础设施等资源共享的情况下，通过竞争与协作获得竞争优势的现象。产业集群具有地域化集聚、专业化分工和社会化协作的特征，如美国硅谷的电子产业、德国图特林根的外科器械产业、我国浙江嵊州的领带产业、浙江绍兴的纺织产业等等。这些产业集群与经济空间密切结合，显示出旺盛的生命力，不但使产业本身得到充分发展，在国际国内市场上获得竞争优势，还充分推动了当地经济繁荣与发展。产业集群理论正日渐成为各级政府制定经济政策的重要理论依据。 长期以来，南湖区一直在探寻适合本区实际和特色的发展道路。作为长江三角洲腹地的一个新兴城市，南湖区有着优越的区位交
