1、华中科技大学硕士学位论文基于城市环境卫生公共服务支持体系的垃圾转运站布局研究姓名：魏炜申请学位级别：硕士专业：生态学指导教师：陈海滨20090501华 中 科 技 大 学 硕 士 学 位 论 文 I 摘 要 近年来，城市公共服务的建设和完善已成为我国政府构建和谐社会，体现以人为本的重要举措，良好的城市公共服务是维护社会稳定，促进经济发展的基础。同时，随着社会经济与城市建设的飞速发展，城市居民素质的提升，城市居民对城市公共服务的内容和标准也在不断增加和提高，特别是对教育、交通、环境等方面的需求逐年增长，因此政府完善城市公共服务的各个方面对满足城市和居民发展有着积极的作用。 在城市环境卫生的公共服
2、务中，如何有效地将城市生活垃圾进行处理处置是政府和居民关注的焦点。本文在研究城市公共服务及其支持体系的过程中，结合城市生活垃圾处理系统的现状，强调城市环境卫生公共服务在其中的重要性，并着重分析了城市生活垃圾的收集、运输和处理在整个城市环境卫生公共服务中的作用，同时指出生活垃圾转运系统作为整个垃圾处理系统的重要环节，是垃圾收集系统和处理处置系统的衔接部门，而在这个环节中，作为环境卫生公共服务基础设施的垃圾转运站则是重中之重，其合理的设置和布局是城市环境卫生公共服务有效实施的前提。 随着城市面积的扩张，生活垃圾产生量不仅越来越大，其产生源离生活垃圾最终处理场（厂）的距离越来越远，生活垃圾转运站作为
3、重要的城市公共服务基础设施，越来越多的进入到人们的视野。虽然我国的经济已得到长足的进步，但是在城市公共服务基础设施，特别是在环卫基础设施的建设与规划上缺乏足够的投入。因此，本文将垃圾转运站作为环境卫生公共服务研究的落脚点，以昆山市环境卫生专项规划项目的研究为依托，分析昆山市的垃圾产生现状并对其进行预测，给出三种收运方案，并论述昆山市采用“点片结合”收运体系的合理性，接着借鉴物流系统中物流中心成熟的选址方法，以经济最优化为目标，提出了昆山市城市垃圾收运系统的优化方法和数学模型，对昆山市中、南部片区的二级转运站进行选址，并对两个方案进行比较、优化。最后确定了昆山市所需设立二级转运站的数量、规模和位

Based on the study of Sanitation plan of Kunshan city， analysis of the status quo of MSW production in Kunshan

15、 1.1 研究背景 随着社会的进步，我国城市居民人口及其生活水平不断提高，但是伴随城市的不断扩张，城市管理的水平却明显滞后，交通拥堵、治安较差、环境脏乱是我国很多城市存在的问题，这已成为城市经济发展的瓶颈和社会安定团结的不和谐因素。归根结底，是城市政府在城市建设和管理上的不足甚至是错误所造成的，也就是在城市公共服务的建设和管理上跟不上人民群众在城市生活中日益增长的需求。 随着我国经济的发展，人民生活水平正由“小康型”向“富裕型”转变，城市居民对公共服务的需求快速增长，逐渐由消费型向发展型升级，对教育、医疗卫生、文化体育等社会公共服务的需求日趋旺盛、日益多样化。公共服务需求的显著变化，对政府公共
16、服务提出了越来越高的要求。胡锦涛总书记在中共十七大上的报告中就明确提出： “健全政府职责体系，完善公共服务体系，强化社会管理和公共服务”的任务。这充分显示出我国完善公共服务的现实紧迫性与充分必要性。 城市公共服务是一种大众化的服务也是基本的服务，其良好供给关系到城市居民的公共福祉和私人利益1。城市政府向城市居民、社会群体、企业集体提供众多的公共服务，其中包括医疗卫生，教育就业，环境卫生，招商引资、交通运输等等，在这些服务之中，城市环境卫生是与城市居民生活关系最密切的一项公共服务。一个人有可能没有在接受教育、很长一段时间不生病、不搭乘交通工具出门，但在通常情况下都会在每天的日常活动中产生一定量的生活垃圾，如何将为数众多的居民所产生的生活垃圾进行合理有效地处理处置，做好城市环境卫生公共服务这项工作，是近年来全社会关注的焦点、群众反映的热点和政府工作的难点。 截止到 2007 年末， 我国设市城市 6
