4、放了新闻自由，将大众传播平等地交付于每一个公民，新媒体在大众传媒时代注定成为 21 世纪的主导。互联网、计算机、手机等通信技术的发展提高了公众参与到舆论监督和大众传播活动中的积极性和可能性， 同时公众参与这一政治学概念逐渐被新闻传播学者引入到新闻传播学中来。公众参与， 最早起源于 20 世纪 50-60 年代的欧美国家， 作为一种新的制度化的参与方式，是对旧的民主制度的批评和对新的民主制度的呼唤，公众参与逐渐成为政治参与和实现民主的一种重要方式。 然则媒体的舆论监督功能在大众传播时代成为新的代议民主制度中的重要一环，公众通过大众媒体和自媒体等关注社会和政府。新媒体的出现为公众提供了获取信息、发
5、布信息、交流意见的平台，从而冲破了传统媒体时代中传统媒体一家独大的舆论和信息垄断。公众参与制度在新闻学中的发展，促进了社会的进步和公众的基本权利的实现，公众得以及时有效地关注国家的发展，行之有效地提出批评和建议，从而影响到传统媒体的舆论导向和官方的立法、司法、行政等行政行为，形成新的舆论格局。本文以新媒体时代为背景，将视角锁定在突发公共事件，研究公众参与在突发公共事件中的特点、影响以及对舆论格局的改变，更深入地探讨媒体、政府、公众在面对新的舆论格局之下应该做出如何的应对和改变。传统媒体时代，突发公共事件的报道和传播大多依靠传统媒体的发布，并且由于我国特殊的新闻管理制度，在政府行政权力干涉之下，
6、突发公共事件往往被瞒报或者不报，公众也只能通过报纸、电视、广播等传统媒体了解事件的发展，不能有效的发表意见。新媒体时代中，借助新媒体的平台，公众的主动性增强、媒介素养提高、政治权利意识加强、信息的传播速度加快，公众通过新媒体可以及时发现并跟进突发公共事件的发生发展，并发表意见和评论，在满足公民的政治权利的同时，监督政府的行政行为，提出批评和建议，自发的形成公民舆论，促使突发公共事件的快速有效公平合法的解决和平息。当然，新媒体时代突发公共事件中的公众参与也存在着诸多问题。仍然存在着非理新媒体时代突发公共事件中的公众参与性、虚假信息、垃圾信息堵塞传播通道等负面影响，这些负面影响在一定程度上影响了国
7、家和社会的稳定发展。 因此政府、 媒体和社会公众自身在面对这一新的现象和问题时，应该积极做出改变， 使这把 “双刃剑” 可以为国家和社会的发展发挥出应有的积极作用，促进我国和谐社会的建设。关键词：新媒体时代；突发公共事件；公众参与；舆论AbstractAlong with the computer, mobile phone and other new technology products appear, newtechnology and equipment in a short decades time have changed the global mediaenvironment a
