3、度在运行数十年来框架较为完备了，但仍然存在着很多问题，养老基金的统筹层次较低是其中较为重要的一项。它直接关系到基金的风险程度，并与人力资源合理流动、扩大养老保险覆盖面、做实个人帐户、建立多层次养老保险体系等几乎目前养老保险体系存在的所有问题均有关联。按大数法则，统筹层次越高则风险越小、保障度越高。我国养老保险制度建立之初是以县市级统筹为主的，逐步提高统筹层次，最终实现全国统筹，以适应养老保障社会化的本质要求，是我国养老保险制度的发展方向。 目前全国大部分省都基本建立了省级统筹或省级调剂金制度。实践表明是有效的，但进展缓慢。因此，对养老保险基金省级统筹进行研究具有极其重要的意义。本文从养老保险省
4、级统筹的理论依据出发，分析了它的实施现状，对其发展缓慢的原因进行探索，并提出相应的对策和措施。 本文分为 5 章。 第 1 章是绪论部分,阐述了本文的研究背景及意义、研究的主要内容及思路方法，以及本文的亮点。 第 2 章介绍了大数法则、社会公平理论、利益集团及博弈理论、道德风险理论等研究养老保险省级统筹的理论依据，介绍了养老保险统筹的四个层次及省级统筹的衡量标准，并着重分析了养老保险省级统筹的必要性。 第 3 章对我国养老保险省级统筹的实施现状进行了分析。从各地的运行情况入手，对实施现状进行分析，肯定了已经取得的成果及省级统筹的可行性，还对省级统筹发展缓慢的原因进行了剖析。 上海交通大学 MP

6、onent of the social security system, and is one of the core componants in total social security system. A fairly complete endowment insurance policy has come into being in our country over the past few decades. However, there are still many problems, for example: the pool level of pension fund is ve
7、ry low. It is directly related to the degree of risk and even all existing problems in the endowment insurance system, such as the rational flow of human resource, enlarging the endowment insurance coverage, enriching the personal account, and building a multi-layer endowment insurance system. Based
8、 on the law of large numbers, the higher the level of the pool is； the stronger ability the fund has to resist risks. The endowment insurance policy of our country was mainly based on county/city comprehensive arrangement since it was founded, and then the pool level was gradually improved. Finally,
9、 a countrywide comprehensive arrangement will be achieved to meet the essential requirement of the socialization of pension security. It is also the developing direction of the pension insurance system in our country. Now the provinces comprehensive arrangement or adjusts gold has been set up basica
10、lly in most of provinces of China. The practice shows that it is effective, but develops slowly. So it is important to study on it. Base on the theory of the provinces comprehensive arrangement of the endowment insurance, this paper analyzes the current situation of implementation and the reasons fo

Chapter 4: according to the unified requirement of the government to the prov
14、inces comprehensive arrangement and the situation of Jiangsu province, suggestions and countermeasures are made in perfecting the management system, unifying endowment insurance system, system operation etc. a time schedule for the implementation is also given.
