1、 华 中 科 技 大 学 硕 士 学 位 论 文 华 中 科 技 大 学 硕 士 学 位 论 文 I摘摘 要要 在知识经济条件下，技术创新能力已成为企业获取利润与发展的源泉，尤其是高新技术企业，因为高新技术企业是由处在时代前沿的先导性技术发展起来的企业，技术创新能力是其竞争力的核心，而高新技术企业是否具有竞争力主要还是取决于其自身技术创新能力的大小。目前，我国对高新技术企业的评价仍以财务评价为主，但其存在的问题也比较明显；因此，引入非财务指标的企业评价体系即体现其发展潜力的技术创新能力评价体系就显得极为必要。正是基于上面的考虑，本文选择了“我国高新技术企业技术创新能力评价”进行研究。 首先本文
2、提出对我国高新技术企业进行技术创新能力评价的必要性和重要性，接着对高新技术企业的含义进行界定并对我国整个高新技术产业的发展现状进行了分析；然后根据我国高新技术企业的实际，设计高新技术企业技术创新能力评价指标体系，并运用密切值法评价模型，对选取的通信设备制造业内的四家比较有代表性的高新技术企业即中兴通讯(000063)、华为技术、烽火通信(600498)、夏新电子(600057)，进行了技术创新能力评价；在此基础上对高新企业的技术创新风险和技术创新效果也进行了评价。 通过对我国高新企业进行技术创新能力评价研究，有助于高新技术企业管理者分析自身技术创新能力状况和确定技术能力发展目标，并对其进一步总

4、, especially the high-tech enterprises, because the high-tech enterprise is a firm which is developed by advanced technology. Technological innovation capability is the core of competitive power, but whether the high-tech enterprise has the competitive power mainly depends on the companys technologi
5、cal innovation capability. At present, our country has evaluated the high-tech enterprises, which is still mainly the financial appraisal, but its existing questions are quite obvious. Therefore, introducing the non-financial index system, which is the technological innovation capability appraisal s
6、ystem manifesting its development potential, appears to be essential extremely. Based on above consideration, this article chooses “the Evaluation on Technological Innovation Capability of our Countrys High-Tech Enterprises” to do research. First, this article proposes the necessity and the importan
7、ce of carrying on the technological innovation capability evaluation for our countrys high-tech enterprises, then defines to the high-tech enterprise and analyzes the present developing situation of our countrys entire high-tech industry; then the article designs the technological innovation capabil
8、ity appraisal index system of our countrys high-tech enterprises on the base of the reality of our countrys high-tech enterprise, using the osculating value method appraisal model, and carries on the technological innovation capability appraisal to four representative high-tech enterprises in commun
9、ication facility manufacturing industry, which are ZTE(000063), FiberHome Telecommunication(600498), Amoi Electronics (600057), and Huawei Technologies; on the base of them, the article has also carried on the technological innovation risk evaluation and technological innovation effect evaluation. 华

15、谁能在技术开发、产品制造以及市场流通中领先对手，谁就能抢占更多的制胜先机。而技术创新正是企业竞争优势的根本支撑或决定因素。 自从 1912 年美籍奥地利经济学家熊比特(J. A. Schumpeter)提出“创新”的概念以来， 创新便成为西方社会各界普遍关注的话题和研究的重点。 但是， 近年来，我国也对企业技术创新给予了很高的重视，指出了加强技术创新是我国 21 世纪科技工作与经济工作中的一项重要战略任务。2006 年，胡锦涛在全国科学技术大会上的讲话又指出： 要建设以企业为主体、 市场为导向、 产学研相结合的技术创新体系，使企业真正成为研究开发投入的主体、技术创新活动的主体和创新成果应用的主
16、体，全面提升企业的自主创新能力。近 20 年来，中国每年的经济增长速度都在7%-8%以上，但主要靠的是投资加大和出口贸易增长，技术创新的比重远低于经济发达国家。从世界发达国家经验来看，要想从单纯依靠资源和简单劳动获得缓慢发展的国家变为主要依靠技术进步获得快速发展的创新型国家，必须依靠科技进步和技术创新。 可见，加强企业的技术创新能力，已充分显现出其日益重要和紧迫，尤其是高新技术企业，因为高新技术企业是由处在时代前沿的先导性技术发展起来的企业，具有高投入、高产出、高附加值和高渗透性的特点，它对经济发展、贸易增长及国家安全都起着积极作用，它的发展成为各国获取竞争优势的重要途径。纵观国内外高新技术企业走过的历程，企业发展的基础是技术创新，只有持续不断地推进技术创新，企业才能在剧烈的市场竞争中立于不败之地。技术创新能力是高新技术企业竞争力的核心，而高新技术企业是否具有竞
