1、上海交通大学 MPA 学位论文 地方政府绩效评估中导入社会评价机制的研究 II地方政府绩效评估中导入社会评价机制的研究 摘 要 伴随着市民社会的发育和新公共管理运动的革新,我国各级党政机关作为肩负社会管理职能的重要角色和核心力量,必须顺应历史潮流、回应社会需求,进一步从民主治理的视角,借助社会评价机制来审视自身建设的目标、导向和绩效。十七大之后的 2008 年 7 月,有“天下第一部”之称的中央组织部也委托国家统计局,在全国 394 个地级市(区、县)范围内独立开展了针对“组织工作满意度”的民意调查。上海市也相继推出了以加大述职测评力度和民意调查范围为特征的市级机关、区县党政领导班子和干部绩效

2、考核的实施办法。这是以绩效考核为龙头,建设服务政府、责任政府、法治政府,大力加强党政机关干部队伍建设、推动“吏治”创新的重要举措。 本文紧紧追踪近年来有关地方党政机关绩效评估引入社会评价方法的发展阶段,从组织实施评估项目的主体、对象、方法上加以考察,掌握其现状和缺陷。针对目标导向不够清晰、信度与效度忧患以及评价悖论、指标体系较为浮泛、结果应用不够明朗化、社会评价参与度不高等问题,特别是在社会评价机制的导入和构建上加以探索研究,试图避免仅就机关绩效考核程序和制度的规范性、操作性问题作一般论述。 研究的突破口在于,借鉴近年来理论上比较成熟而且在实践中加以运用的社会评价的有效方法,以民意调查、满意度

3、测评、360 度考核等为剖析上海交通大学 MPA 学位论文 地方政府绩效评估中导入社会评价机制的研究 III对象,寻找其与党政机关绩效评估对接的结合点、生长点,从而探讨绩效评估的工具理性和价值理性以及深层次的管理文化心态,为绩效评估与考核开展奠定基础。同时通过进一步学习和比较中美、中欧等公务员绩效评估制度的理念、方法差异,在全球治理的视野下放大社会评价机制的重要意义分析。按照渐进性、科学性、公正性原则,梳理有效介入地方政府绩效评估的渠道、途径和手段,提出有关社会评价机制的方法构架。 论述的思路和重点是, 首先根据学术发展趋势对绩效考核、社会评价等重要概念和内涵作出界定,对民意调查等相关理论进行

4、概要阐述;二要选取有代表性的地方政府绩效考核、党务部门绩效评估案例等进行回顾与分析,找出目前存在的问题与原因,如考核思想误区、制度设计缺失、公民参与动力不足等;三要比较论证中外公务员绩效考核制度中运用社会评价方法的优劣,重点探讨实践合理性与政策合规性;四是从构建和谐社会、促进科学发展、政府流程再造、电子政务发展形势需要出发,寻找符合中国国情的社会评价介入党政机关绩效评估的创新机制。 关键词:地方政府,绩效评估,社会评价机制 上海交通大学 MPA 学位论文 地方政府绩效评估中导入社会评价机制的研究 IVTHE STUDY ON MECHANISM OF SOCIAL ASSESSMENT FOR
