This PSI introduces new arrangements for the full

4、searching of women prisoners.Policy and output2.This PSI announces amendments to the National Security Framework (NSF) attached at Annex A. The amendments reflect the introduction of the new model Womens Full Search, and also remove, for womens prisons, the mandatory requirement for the full search

5、to be applied every time a woman enters or leaves the prison and during cell searches.3.The changes will be incorporated in the National Security Framework on the Prison Service Intranet. Mandatory action4.All womens establishments must introduce the new model Womens Full Search by 1 April 2009. W&Y

6、PG are drawing up an implementation plan to assist prisons in this process.5.All womens establishments must amend their LSS to reflect these changes in policy by 1stApril 2009. 6.W&YPG will be contacting womens prisons individually to provide assistance and support with implementation.Category A wom

7、en held in the male estate, Restricted Status women and E List Women Prisoners7.These groups of women must also be full searched using the new model Womens Full Search which does not require the routine removal of underwear. Searching frequency (including the frequency of full searching using the Wo

8、mens Full Search, during cell searches) for individual Category A and RS women must be agreed by the Governor with the Area Managers following an assessment of the risks posed by the individual woman. This risk assessment must be kept under review. Women may be given a Womens Full Search, when staff

9、 have “reasonable grounds for suspicion” or intelligence is received, that a woman may have had an article concealed in her underwear. Governing Governors and Area Managers will decide the frequency of the searching (including the frequency of full searching using the Womens Full Search, during cell

10、 searches) for individual E List women prisoners.Background8.All male and female prisoners have historically been subjected to full (sometimes called “Strip”) searching on any movement through reception and on cell searching. The searching procedure for women prisoners has been exactly the same as f

11、or male prisoners, except that women prisoners have not been required to squat. However well and sensitively the full search has been done, most women prisoners find the experiencing embarrassing and humiliating, particularly if they are menstruating and/or they have experienced sexual or physical a

12、buse in the past, and/or they have mental health problems. PSI 38/2008Page 2Order ref. 1000Issue date 23/10/089.It is now a requirement under the Gender Equality laws to consider the different impact practices and policies have on the different Genders to ensure that the different genders have equal

13、ity of outcomes. The Corston review has also recommended that the number of full searches conducted on women prisoners should be significantly reduced.10.The new model Womens Full Search has been developed following extensive consultation with establishments and pilots in five sites. It involves two

14、 stages. Stage 1 requires the woman to remove clothing down to her underwear. Stage 2 requires the woman to remove underwear and any external sanitary protection. Stage 2 is only proceeded with when staff have “reasonable grounds for suspicion,” or intelligence has been received that the woman may h

15、ave an article concealed in her underwear. See Model in Annex A11.As part of the new arrangements in womens prisons , staff must continue to carry out a good rub-down search including the proper use of a metal detector, when searching woman entering or leaving prisons, and before any new model Women
