5、程硕士学位论文 II摘 要 经过十多年的发展，我国民间和政府的融资业务已经步入正轨，并在相关制度、法规等方面取得了积极进展。但目前融资行业中人工管理的模式确已经不能满足其行业自身日益发展的需求，尤其是对融资风险的评估缺乏有效的手段。因此为了完善对融资风险评估的管理，建立一套具有行业特色、满足融资业务需求、融合先进技术的融资风险评估系统，是新的经济环境下第三方信用担保企业所亟需的。 本文从第三方信用担保企业的用户角度出发，以长株潭试验区项目融资为需求背景，对所承担的系统相关模块进行了需求分析、设计以及具体实现，主要包括风险评估管理模块、融资项目信息管理模块、权限管理模块以及通用数据验证模块。论文
6、中重点介绍了基于财务因素、非财务因素以及评估变更项的风险评估模型，尤其考虑了政策因素等非财务因素，并最终基于该模型设计和实现了风险评估管理模块，能够有效的对融资项目进行风险等级评估。 在软件实现上， 本系统采用了 B/S 架构， 建立在成熟的开源框架 LAMP(Linux + Apache + MySQL + PHP )之上。具体的 PHP 框架选用了 ThinkPHP，基于 MVC模式进行了开发。 本系统能很好地解决在长株潭试验区项目融资业务中遇到的融资风险问题，从系统在实际中的运行结果来看，本文提出的风险评估模型具有通用、高效的特点，更具备较高的行业应用价值。 关键词：融资；风险评估；LA

But manual management mode in the finance industry cannot meet
8、the industrys growing demand. Especially, there is no effective means for the financing risk assessment. Therefore, in order to improve the management of financing risk assessment, establishing a financing risk assessment system with industry characteristics, which meet the financing needs and use a
9、dvance technology, is greatly needed for the third party credit guarantee enterprise which undered the new economic environment. Based on the third party credit guarantee enterprise, at the requirement background of Changsha-Zhuzhou-Xiangtan Testing District project financing, This article introduce
10、d the related modules requirement analysis, design and implementation, including the risk assessment management module, financing project management module, rights management module and the general data validation module. This article focus on the risk assessment model that based on financial factor
11、s, non-financial factors and assessment adjustment items, especially that the policy factors and other non-financial factors. Finally, based on the model, this article introduced the design and implementation of risk assessment management module, the model can effectively carry out the risk assessme
12、nt of financing project. In software implementation, the system uses the B/S pattern which based on LAMP open source framework (Linux + Apache + MySQL + PHP).
