1、中南民族大学硕士学位论文 I 摘摘 要要 目前，党中央提出了把科技进步和创新作为经济社会发展的首要推动力量，把提高自主创新能力作为调整经济结构、 转变增长方式、 提高国家竞争力的中心环节， 把建设创新型国家作为面向未来的重大战略。 通过理论创新推动制度创新、科技创新、文化创新以及其他各方面的创新，大力提高自主创新能力，努力建设创新型国家。创新是一个民族进步的灵魂，是一个国家兴旺发达的源动力。综观当今时代， 创新已越来越成为社会生产力解放和发展的主要标志， 越来越决定着一个国家、一个民族的发展进程。目前，我国已经进入到必须依靠自主创新才能加快发展的阶段，能否利用 15 左右年的时间建设创新型国家
2、，对我国经济社会发展至关重要。 作为国家创新能力在区域层次上的具体实现， 区域创新能力代表了创新要素在一定区域内聚集、 整合以及推动持续创新的基本能力， 是提升区域竞争力、实现区域协调发展的全局性重大命题。武汉地区创新能力还很薄弱，科 学技术发展的总体水平与发达地区之间存在着很大差距， 制约着地区竞争力的全面提升。在中央政府继续进一步推进改革开放，全面攻坚小康社会的关键阶段，提出了中部崛起战略政策， 武汉地区面临着前所未有的机遇。 武汉地区科技进步与创新直接关系到中部崛起战略的实施效果， 那么， 创新作为武汉地区崛起的内动力，受到了武汉各方面的高度重视。 首先，武汉地区要努力构建创新型区域，通
3、过政府发挥主导作用、企业发挥主体作用、高校发挥基础和生力军作用、科研院所发挥骨干和引领作用、市场发挥科技资源配置中的基础性作用，积极推动自主创新。构建产学研一体化的武汉创新区域需要政策平台、投入平台、组织平台、服务平台等平台建设。要实现产学研一体化，在武汉地区的经济发展中，就要以市场为纽带，组建产学研联合体，充分发挥企业、高等院校、科研机构的各自优势，实现优势互补、信息共享与利益共享，全方位、多渠道拓宽自主创新领域，做到技术引进、消化吸收与自主开发相结合，最终实现由技术引进为主向自主开发为主的转变，中南民族大学硕士学位论文 II 带动产业结构更加科学合理地优化升级的市场机制。 其次，地方政府在
4、社会经济活动中有着承上启下的地位，其经济职能既源于中央政府，又有分层管理和微观调节的特点;它既是国家上层建筑体系和行政序列中的重要一环，又是我国区域经济发展的决策和引导主体。在地区自主创新的过程中，要积极地推动地方政府管理创新，提供适合于自主创新的服务，制定区域自主政策， 加速区域自主创新进程， 以区域产业结构优化升级为主线， 造就 “创新型区域” 。 在区域自主创新中地方政府具有主导、指引区域自主创新的发展方向、可靠保障、组织协调、提供环境等作用。地方政府推进区域自主创新的机制主要在于：建立现代企业制度，为各类企业活动提供财政、税收、教育等方面的支持，消除地方保护主义壁垒，创造充分竞争的市场
5、环境，与高校、科研院所等力量一道，推动企业进行实质性的自主创新运作。实现武汉地区地方政府管理创新，就应该进一步解放思想，更新观念，确立和巩固企业在自主创新中的主体地位，继续深化国有企业产权制度改革，要明确职责，变直接管理为间接管理，为创新型人才做好服务，消除市场壁垒，创新地方政府的绩效考核，同时，还要创新对地方政府的监督机制。 第三，在区域自主创新的过程中，必须积极发挥企业的主体地位，支持企业建立研究开发机构或组建产学研联盟，确立企业作为区域技术创新主体的地位，努力打造区域以至国际化的自主品牌，构建自主核心技术。要使自主创新是武汉地区企业的核心竞争力，就要认识到自主创新是企业的获利源泉，认识到
6、自主创新决定企业的持续发展。同时，还要构建武汉地区自己的创新研发型企业。 第四，区域自主创新的源头是高校与科研机构，前者是增强自主创新能力的基础和生力军； 后者是增强自主创新能力的骨干和引领。 要积极培育创新型人才，就要改变传统教育观念，树立以人为中心、以人为本的教育观，把培养具有强烈创造欲望和创新能力的人作为最根本的任务。可以通过产学合作教育模式、继续教育模式、企业博士后工作站模式等模式来实现。 关键词：创新；自主创新；创新型区域；产学研一体化； 中南民族大学硕士学位论文 III Abstract Presently，The CPC Central Committee put forward
