6、在这个时期， 老新村改造在政府的组织下有序的进行着，因此，在老龄化社会的背景下，借助改造的契机，运用城市规划来缓解老新村养老这一社会问题是本文研究的重点。 首先，本文在分析老新村老龄化现状的基础上，进一步分析老新村中老年人的居住问题，指出老年人居住的硬件和软件两大问题。然后从定位不明确、设计不够人性化、规制政策失范、管理不到位等四个角度深层次剖析老新村面临硬件和软件问题的原因。 其次，着重研究了老新村适老化改造路径。借助所掌握的基础资料，以客观和主观两个方面来分析老年人居住特征需求、老龄化社会共同需求。在考虑老年人的养老需求的基础之上，对于不同养老模式进行伯仲优劣的对比研究， 在养老模式的发展
7、上寻求突破，最终选取老新村理想养老模式社区照顾居家养老模式。 最后，基于老新村老龄化和老年人居住问题，在老年人养老需求和社区照顾居家养老模式的指引下，以老新村适老化改造为目的，从三个方面提出老新村适老化改造策略：1明确老新村养老服务的定位。2从完善社区养老机构的设施、社区道路与标识、居住绿化空间、老年人户外活动空间四个层次统筹老新村适老化硬件改造。3以完善相关政策、规范建设和管理方式为前提来加快老新村养老服务的软件提升。 本文希望通过对老新村问题的研究，可以为老新村健康有序发展提供有益的帮助。并为已面临或将要面临的人口老龄化可能引发的类似问题起到参考或指导作用。 关键词：关键词： 老龄化社会，

Both aging population following the pattern of old-new residential quarters and aging population of the whole of Suzhou benefit by associating together. Under the circumstances of high development of aged tendency of populatio
10、n, aged people have the problem with the incompletion of material supply, medical service, and spiritual support. The way of the aged living their last part of life in old-new residential quarters becomes a thought-provoking question. In this period, old-new residential quarters are orderly rebuildi
11、ng under the organization of the government. Therefore, with the background of this aging society, people should have the aid of reformatory, and use the knowledge of urban planning to relieve the aging population problem, which is the key point of this thesis. Firstly, on the basis of analyzing the
12、 current situation of aged tendency of population in old-new residential quarters, this thesis gives further analysis of these old peoples residential problem, and points out the handware and software of the ageds inhabitancy. Then it deeply decomposes the handware and software problems of old-new r
13、esidential quarters from four points of view, namely, the indeterminate orientation, dehumanized design, irregularity of regulation and policy, and powerless management. Secondly, this thesis emphasizes the reconstructive approach of old-new residential quarters in order to give the aged people a co
14、mfortable inhabitancy. With the help of foundational information in hand, this thesis analyses from two aspects, objectively and subjectively, to study requirements of features of the ageds inhabitancy and the entire aging society. After taking requirements of living out old peoples life in retireme
15、nt into reconsideration, according to principles of philosophy, this thesis provides a comparative study of supporting model for the aged, finds out its identity and belligerence, proclaims contradictions during its development and makes significant headway, and finnally chooses an ideal supporting model for the aged in old-new residential quarters, namely, home-based model for the aged under the care of community.
