1、中南民族大学硕士学位论文 I摘 要 改革开放二十多年，中国经济取得了举世瞩目的成就，我国从国情出发，借鉴国际上行之有效的经验，充分利用劳动力和市场的比较优势，积极利用外资，取得了巨大的成就。20 多年改革开放的实践证明，外资对促进国民经济的发展，增强我国综合国力的作用越来越重要。我国本土企业也从中受益非浅，外商直接投资(Foreign Direct Investment)简称 FDI，我国目前利用外资的主要形式)给我国企业带来了充足的资金、先进的生产和管理经验，但是 FDI 同时也使得国内市场竞争日益激烈。为了在竞争中生存，每个企业都必须走一条适合自己发展的路，即企业必须创新。 企业创新包含两
2、个方面的内容,一为组织创新,二为技术创新,而企业如何利用 FDI 带来的技术溢出效应来提高自身的技术创新能力将是本文的研究重点。众所周知,技术创新是长期经济发展中重要的决定因素,也是一个国家保持经济可持续发展的一个重要动力和源泉。 因此,发展中国家都期望通过利用外商直接投资的外溢效应来获得发达国家的先进技术,加强和改善自己的技术创新能力,进而加速本国经济的发展。从 1993 年开始,我国 FDI 流入量就开始在发展中国家位居第一,2002 年更是首次超过美国成为世界第一。 FDI 在中国的经济增长中发挥了巨大的促进作用这已经基本得到了经济学家的认同,但是外资对中国经济增长做出贡献的同时,是否也
3、通过其外溢效应促进了内资企业技术创新能力的提高? 也就是说 FDI 的外溢效应会影响到我国企业的技术创新么?如果存在着影响,那么这种影响是正面还是负面?亦或是我们仅仅吸引了大量 FDI,成为了跨国公司全球产业链中的一个加工和制造环节,而没有对我国国内企业的技术创新能力带来实质性的提升?另外,不论是经济发展水平、 人力资本水平、 还是外商直接投资分布,我国的东、 中、 西部三大区域之间有着很大的不同,那么外商直接投资对三个地区内资企业的技术创新的影响是否也存在着较大的差异呢? 本文先以 FDI 在我国的发展现状为事实依据，随后着重分析了 FDI 的技术溢出效应对于企业技术创新的影响，最后针对我国
4、西部地区企业的特殊情况，提出了增强 FDI 技术溢出效应和提高企业技术创新的建议。 关键词：外商直接投资；技术溢出；技术创新能力 FDI 与我国企业技术创新能力研究 IIAbstract Reformation opening has been ongoing for twenty years and the Chinese economic development has obtained world-known achievement. Upon the reformation opening of twenty years, the foreign funds promoted the development of the country economy and enforc
6、ed overall capacity of our country more and more important. Our native enterprises also benefit form foreign capital. The foreign capital brings huge amounts of fund, advanced produce-manage experiences to them, also it brings competition. To survive in this furious competition, our enterprises shou
7、ld find the ways suitable for them to take, so they must innovate. The innovation contains two points: one is the innovation of organization; the other is the innovation of technology. And how could our enterprises improve their technological innovation ability by using FDI technology spillover effe
8、ct will be considered as the research direction. As is known to us, technological innovation is not only the decisive factor in long-period economic development, but also the main power of sustainable development in a country. So, most developing countries expect acquire advanced technology by FDI t
9、echnology spillover effect. Therefore, their own ability of innovate will be improved. Since 1993, the total inflow quantity of FDI has already reach the first place in all the developed countries, and achieve the first place in the world in 2002. Many of economists agree that FDI has played enormou
10、s promotion effect to chinas economic growth. Without the contribution to our economic growth, whats the relationship between FDI technology spillover effect and enterprises technological innovation capability? Does FDI technology spillover effect will influence the technological innovation of our e
11、nterprises? If it does, will the influences be advantage or disadvantage? Or we just only absorb huge amount of FDI and act as a process-manufacture role in the global industrial chain of transnational company? Moreover, there are many differences among eastern areas, middle areas, and western areas

16、很多， 但是大多数文章都将两者分割开来， 单谈其中的一个方面， 我们应该看到FDI流入中国带来的不仅有大量的资金，还有先进的技术。所以FDI与技术创新的关系可谓千丝万缕。 依据技术扩散理论，FDI是存在技术溢出效应的，该效应的大小和许多因素有关联，而技术溢出效应的大小关系着东道国企业技术创新水平提高的速度。具体来说，这些因素包含有：国内外技术水平差距、本土企业的学习能力、当地的人力资源水平等等，研究这些因素和技术溢出效应的关系，对于提高本土企业技术创新能力有着很大帮助。 目前在我国，FDI流入我国的总量虽然逐年增多，但是FDI的质量并没有多大提高，这一定程度上限制了FDI的技术溢出效应的增强。除此以外，FDI溢出效应的增强在我国还有着许多障碍。 因此， 在目前形势下讨论如何增强FDI技术溢出效应和提高本土企业自身技术创新是很有必要的。另外，针对我国西部地区企业所处的特殊地理和市场环境， 来研究FDI技术溢出效应和企业技术创新二者之间的关系也是有现实意义的。 国内外研究综述
