1、保良局壬辰年年刊236產業及工程部負責策劃和監管總局及各部門、服務單位的建築及工程項目;並在大型基建工程中,負責統籌可行性研究、聘請顧問及工程管理工作,同時亦負責監控施工質素、進度和工程費用。此外,本部更參與各部門單位的改建、重修及增善等項目,提供技術支援和專業意見,確保達至高效率和成本效益。在嘗產方面,本部負責監管外判專業管理公司處理本局出租物業的事務,包括物業管理、招租及維修等。此外,亦負責搜尋有發展潛力的物業投資項目及進行投資回報的分析,並向投資委員會提出建議。當政府以招標形式外判社會服務單位的營運管理,或本局要向撥款機構申請資助裝修及增善工程時,本部會協助相關部門制訂服務意向書內有關建

2、築設計的部份。The Property and Works Department (the Department) is responsible for planning and monitoring all construction and works undertaken at Po Leung Kuk Headquarters, its departments and services units. It also oversees the Kuks capital development projects from coordinating feasibility studies, r

3、ecruiting consultants to project management. The Department is also responsible for monitoring work progress and overall quality and budgetary control of all works projects. To maximize efficiency and cost effectiveness, the Department provides technical support and professional advice on matters re

4、lating to renovation, alterations and various improvement projects. In respect of property management, it supervises the appointed estate management company on estate management, leasing and maintenance of the Kuks investment property. Apart from the above, the Department also looks out for properti

5、es with good investment potential, carries out cost benefit and return analysis, and makes recommendation for the consideration of the Kuks Investment Committee.The Department also works closely with related departments in preparing the architectural design in service proposals when they bid for gov

6、ernment tenders for the operational management of social services units, or apply for subvention from funding bodies for renovation and improvement works.Property and Works Department產業及工程部Po Leung Kuk Annual Report 2012-2013237Property and Leasing ManagementOver the past decades, Po Leung Kuk had b

7、uilt up a portfolio of investment properties either donated by benefactors or developed by the Kuk on donated land. These included Yam Tze Commercial Building on Thomson Road, a ground floor shop on 220 Hennessy Road in Wan Chai, Siu Ching Mansion on Yu Chau Street in Sham Shui Po and seven resident

8、ial units on Castle Peak Road, Fuk Wing Street, Wai Ching Street, Bulkeley Street, Wing Fong Road and Leighton Road. A village villa on Lamma Island and a purpose-built kindergarten premises in Affluence Garden, Tuen Mun were also included. Most of these properties recorded high leasing rates due to

9、 the Kuks flexible yet prudent leasing policy and effective promotional campaigns. The total rental income for the year amounted to over $22,000,000, which was used to cover some of the operating expenses of the Kuk. In order to maintain a high occupancy rate, ongoing efforts had been made to public

10、ize the properties by posting regular leasing advertisements on the Kuks website, the quarterly newsletter “Po Leung Kuk Today” and free newspapers. To increase other sources of income, we had maintained partnership with an advertising company to broadcast advertisements through the LCD monitor at t

11、he ground floor lift lobby of Yam Tze Commercial Building. The residential units of Siu Ching Mansion had been renovated in stages during the year in order to carry out proper building maintenance. Such move could ensure the structural safety and upkeep the electrical installation of Siu Ching Mansi

12、on, and also enhance the living environment for our tenants (Photo 1). 嘗產物業本局物業部份由善心人士捐贈,也有善長捐出地皮,局方其後再興建物業。現時本局擁有的物業,包括灣仔譚臣道壬子商業大廈、灣仔軒尼詩道二二零號地舖、深水埗汝州街少清大廈和青山道、福榮街、偉晴街、寶其利街、榮芳路及禮頓道合共七個住宅單位。另外,於南丫島有一個村屋單位及本局於屯門澤豐花園自置的幼稚園物業。屆內透過穩健靈活的租金調節策略,加上有效的宣傳方法,令本局的物業接近全部租出,全年租金總收入逾二千二百萬元,用以補助部份本局經費。為保持高租用率,屆內定期在

In addition, the Department was actively exploring the feasibility of developing with the lot in order to raise the property investment income.During the year, the I

15、nvestment Committee regularly reviewed the investment strategy and explored investment opportunities. The Kuk has purchased an industrial premise at Ta Chuen Ping Street, Kwai Chung, for keeping documents and storing articles or goods from donors.Construction ProjectsThe Department provides professi

16、onal advice and technical support to other departments in their construction projects. It also works hand in hand with appointed consultants on the Kuks major works projects.Major Works ProjectsThe HeadquartersThe Planning Department would include the proposed re-development plan of Po Leung Kuk Headquarters (East Wing) as an amendment of the Wong Nai Chung Outline Zoning Plan, and would submit it to the Town Planning Board for approval.
