1、武汉体育学院硕士学位论文湖北省优秀运动员伤残保险现状与对策研究姓名：余画兰申请学位级别：硕士专业：体育人文社会学指导教师：郭惠平20100301摘 要 随着我国政治经济不断发展，政府和社会日益关注民生问题，包括为了祖国荣誉长期超越生理极限顽强拼搏的优秀运动员所必须直面的运动伤残、知识缺失、退役就业困难等一系列现实保障问题。 作为包括湖北省在内的我国优秀运动员伤残保障制度的主体优秀运动员伤残互助保险，自 2002 年起实行至今，在发挥巨大积极作用的同时，也暴露出不少问题。本文按照就地、就便原则，运用文献资料、实地调研和专家访谈等研究方法，针对湖北省优秀运动员伤残保险现状和存在问题开展研究，从体系
2、构架、运作流程和执行效果等角度进行阐析，并以国内外运动员保险的经验借鉴作为基础，提出了个人的未来完善的对策设想。本文得出如下研究结论： 1、与国内外比较，湖北省运动员保险起步晚、覆盖面小、保障程度低、险种少，缺乏针对运动员的商业保险。 2、经多方协力，湖北省优秀运动员伤残保险体系的基本框架已经建立，其主体是优秀运动员伤残互助保险，其他保障作为必要补充。 3、现阶段，湖北省优秀运动员伤残保险存在着伤残保障体系单一，伤残互助保险熟悉程度上下不一，伤残保险覆盖面小、保障程度低，险种少，法律、制度和机制上的支持乏力，筹资渠道单一等主要问题。 4、为切实解决湖北省优秀运动员伤残互助保险的现存问题，可以采
3、取强化建立和完善优秀运动员伤残保险体系的保障理念，建立、健全运动员伤残保险政策法规体系，多元化筹集伤残保险资金并加大商业化运作力度， 加强伤残保险相关人员培训和建立运动员伤残资料库等项对策。 为了进一步提升湖北省优秀运动员伤残保障水平，本文建议：将非奥运会、非全运会项目的优秀运动员纳入省级优秀运动员伤残互助保险保障范围之内； 适当提高保险缴费数额和相应的赔偿金额；与商业保险公司联手，为运动员量身定做保险产品。 关键词：竞技运动管理；优秀运动员；伤残保险；湖北省；现状描述；对策 IABSTRACT As Chinas political and economic development ， li

16、保险、养老保险、住房公积金等方面。 通知将运动员保障工作纳入到国家保障工作的制度体系之中， 标志着我国优秀运动员的保障工作开始起步迈上法制化、规范化、社会化轨道。 2008 北京奥运会成功举行，使“奥运争光计划”成为国民关注焦点。众所周知，竞技体育对抗激烈、欣赏性强。为了满足人们不断提升的欣赏、娱乐、刺激的要求，各类竞技体育项目不断推陈出新，对抗越来越激烈， 不断挑战个体技能和体能的极限。项目技术向高、精、尖、难、新发展的趋向，使其“危险性”不断增加。运动员们为了夺金目标付出心血，多年来放弃了很多常人应有的成长和生活方式，长期的运动训练造成他们的运动伤残、慢性运动损伤和学业缺失，退役后的就业等问题得不到很好解决，引起了社会各方面的关注。1998 年桑兰的不幸，唤醒了国人的体育保险意识；2006 年前国家男排二传主力汤淼的灾难，更为国人敲响了优秀运动员伤残保险的警钟。运动员伤后治疗和日后
