4、题的研究，将对黑龙江省建行开辟哈尔滨地区中小企业信贷市场具有重要意义。同时，也将对其他商业银行发展中小企业信贷业务有所启示。 纵观现有文献，以银行视角研究如何发展中小企业信贷业务的文章虽然很多，但以专业化、流程化运营机构为主体进行研究的目前还很少见。建行哈尔滨小企业经营中心成立于 2008 年 4 月， 是黑龙江省分行为了贯彻总行的发展战略，成立的专业化小企业运营机构，也是哈尔滨本地金融同业中最早成立的小企业信贷专营机构，因此本文以建行哈尔滨小企业经营中心为主体，着重研究以下三个问题：哈尔滨小企业经营中心信贷业务现状、目前存在的问题及问题产生的原因；发展小企业信贷面临的政策、法律、同业竞争和区
5、域环境 ；发展小企业信贷的策略。本文以中小企业信贷缺口理论、信贷配给理论、小企业关系型贷款理论和中小企业融资周期理论为基础，结合国内外促进中小企业发展的研究实践，讨论哈尔滨小企业经营中心在日益激烈的市场竞争和特定的环境中拓展业务规模、加强精细化管理、提高风险管理水平的策略。 关键词：建设银行；小企业；信贷；问题研究 - I - 哈尔滨工业大学工商管理硕士学位论文 Abstract SMEs. are an important economic growth point, their financing is supported by the national policy. On the CCB Harbin small business center developing small business credit studies, will help to open SMEs credit market in Harbin for CCB Heilongjiang Province Branch in great significance. Meanwhile, other commercial banks in China will also have implications for the development of

Throughout the existing literature, the quantity of articles in angle of bank credit for SMEs on how to develop is many, but research on professional, process-based operations institutions as the main current is still rare. 9、nk established in April 2008, is a specialized operating organizations of small business of Heilongjiang Province to implement the development strategy of the head office. Harbin Small Business Center is also the first local financial institution, established in the franchise small business credit .
10、Therefore, this paper, Harbin Small Business Center as the main ,focuses on research the following three issues: the credit status of Harbin Small Business Center, current problems and the causes; the environment of developing small business loans including the policy, legal, industry competition an
11、d regional environment; development strategy for small business credit. This paper, the gap theory of credit for SMEs, credit rationing theory, small business relationship lending and SME financing cycle theory as the theoretical basis, and abroad to research experiences of promoting SME development
12、, discusses on Harbin Small Business Center how to expand its business scale, strengthen the meticulous management, improve risk management strategies in the increasingly fierce market competition and specific environment.
