3、的发展历程，但是由于我国的建设监理制度起步晚，目前我国工程监理法规体系仍不够完善，对工程监理的责任、权利和义务缺乏全面系统的规定。旧的建设工程管理体制还在运行并束缚着监理制度的发展，有关工程建设监理的法规制度不完善，监督引导机制不健全，对工程监理的作用、意义和监理人员的条件理解片面等原因，使我国的工程建设监理还存在许多问题，还有一些需要改进和完善的地方。文章通过对我国建设监理制度所涉及到的某些建设行为的有关现状进行调查、统计和比较分析。首先提出了我国目前建设监理制度执行过程中出现的一些问题，结合在工作实际中问题的解决，提出了相关的处理办法，如监理在实施时对项目的安全监管和控制，强化国内监理制度
4、上的某些管理行为，加强对监理单位资质、监理人员的注册管理，监理人员的职业道德管理，监理队伍的人员培训和管理，工程监理责任和风险的转移等一系列的解决措施和改革发展的方向。关键词：关键词： 建设工程，监理制度，监理行为，现状，改革IIAbstractAbstractThe project of Lubuge hydropower station turns on our countrys search on project management system. Since from 1988 our country has finished the experimental tests and g

Although the project management system has experienced 20 years development, it is still not well established, the responsibility, right and duties still need overall and systematic definition in project managemen
6、t system. Now the old system is still running, and it restricts the systems development very much. Many problems in the project management system are not resolved, such as: the rules of law is not well instituted, the leader mechanism is not healthiness, only few people know the function and conditi

In a word, the old system needs to be improved.This paper analysis the present situation of our countrys supervision system based on our investigation and statistics. At first, this paper generalizes the problems in supervision work.
