4、城市房屋供过于求、土地流拍、成交量不断萎缩。另一方面，老龄人口的增加，城镇住房的需求也发生了一定变化。人口老龄化与家庭小型化、老人空巢化、农村空心化等社会现象构成了严重的养老问题，养老服务、养老保障的需求增加很快。房地产企业和社区养老的结合成了房地产行业新兴的增长点，但是作为一个房地产项目，难免会遇到投资规模大、开发难度高、建设周期长、受到外部因素影响等困难。本文以大庆温泉新城养老社区项目的风险管理作为研究对象，着重研究其运营过程的风险管理。通过全文的研究，可以得到以下的结论：第一，对项目进行了简介和分析评价，指出项目的特点是规模化养老社区项目，以商品房销售为主、辅以养老服务运营，其项目特色是
5、资源独特、配套完善、前景优越，项目具有一定的投资前景。第二，本文对大庆温泉新城养老社区项目的风险因素进行了总结归纳，识别了项目运作过程中的风险因子，涵盖了外部的政治风险、经济风险、社会文化风险、社区风险；内部的定位风险、执行力风险、营销风险、质量保证风险等；并将风险细分为决策、建设、运营、销售四个阶段，识别出每个阶段的风险因子，以及分析其产生的原因。第三，对大庆温泉新城养老社区项目风险进行定性分析，得出各个阶段大庆温泉新城养老社区项目风险所在。通过 WBS 和主观评分法对风险因子进行评估，了解到运营阶段的风险偏高。第四，本文使用了 AHP 层次分析法、盈亏平衡法、敏感性分析对大庆温泉新城养老社
6、区项目的风险因素进行了定量分析，对之前定性分析的结果进行了核实。得出了项目整体抗风险能力强的结论，对其盈亏平衡分析后得出了该项目风险适中可控的结论。第五，根据对大庆温泉新城养老社区项目的风险识别、定性分析、定量分析，本文提出了项目的风险监控和应对措施。监控措施包括了决策、建设、运营、销售四个阶段的重要风险识别环节进行相应监督、控制。应对措施从风险的回避、转移、减轻、接受和预防五个角度对大庆温泉新城养老社区项目的风险进行有效应对。第六，通过对大庆温泉新城养老社区项目风险管理的研究，本文还可以从该项目的运作了解到养老地产运营的风险管理现状，了解到由于客户的特殊性、项目投资的东北石油大学工程硕士专业
