During its construction, the project has been given fu
2、ll support from the Central Party Committee, the State Council and the governments of Beijing, Tangshan and Hebei Province, as well as attention and assistance from all sectors of society. Many leaders of the CCP and the central government, such as Hu Jintao, Wu Bangguo, Wen Jiabao, Jia Qinglin, Li
3、Changchun, Xi , Li Keqiang and He Guoqiang, visited the construction site of the iron and steel plant to survey and inspect and gave important instructions on the projects construction.I. Project HistoryOn February 18, 2005, the National Development and Reform Commission issued a document, entitled
4、Reply Concerning the Proposal for the Relocation, Restructuring and Environmental Governance of Shougang DRI 2005 No. 273, approving Shougang Corporation “to follow the idea of cyclic economy to combine its relocation away from Beijing with the restructuring of the iron and steel industry in Tangsha
5、n to establish an iron and steel enterprise of an internationally advanced level at Caofeidian.” On October 9, 2005, Shougang Jingtang Iron & Steel United Co., Ltd. was founded as a registered company in the city of Tangshan. On October 22, 2005, the inaugural ceremony of Shougang Jingtang Iron & St
6、eel United Co., Ltd. was held at Caofeidian. Zeng Peiyan, former vice premier of the State Council of the P.R.C. and member of the Political Bureau of the CCP, honored the ceremony with a speech and initiated the unveiling of the company.On March 14, 2006, The Eleventh Five Year Plan for the Nationa
7、l Economy and Social Development of the Peoples Republic of China was passed by the Fourth Session of the Tenth National Peoples Congress, which proposed to build up iron and steel bases at locations including Caofeidian, along with the relocation of urban iron and steel enterprises like Shougang an
8、d the elimination of backward production facilities.On February 7, 2007, the standing committee meeting of the State Council discussed and approved the document, entitled Request for the Study Report on the Review of the Feasibility of the Shougang Jingtang Iron and Steel Project, submitted by the N
9、ational Development and Reform Commission, agreeing to the iron and steel project, which has an designed annual capability of 9.7 million tons, to be constructed at Caofeidian by Shougang Jingtang Iron & Steel United Co., Ltd., combined with the relocation of Shougang Corporation and the elimination
10、 of backward production facilities in Hebei Province.On March 12, 2007, the opening ceremony of the Iron and Steel Plant Project of Shougang Jingtang Iron & Steel United Co., Ltd. was held at the Shougang Basketball Center. Zeng Peiyan, former vice premier of the State Council of the P.R.C. and memb
11、er of the Political Bureau of the CCP, delivered an important speech and announced the startup of the project. Li Qi, secretary of the Beijing Municipal Committee of the CCP and member of the Political Bureau of the CCP, also attended the opening ceremony.II. Target, Scale and Contents of Constructi
12、on Construction Targets: Insist on high starting points, high standards and high requirements in order to achieve the highest level of products, management, environment and efficiency and become a demonstrative enterprise in scientific development, independent innovation and cyclic economy. Construc
13、tion Contents: There are two important parts in the construction, including the main project and auxiliary project. The main project includes the following items: four coke ovens with seventy holes and a length of 7.63 m and associated coke dry quenching (CDQ) facilities, two 550 m2 sintering machin
14、es, one 504 m2 traveling grate pelletizing machine, two 5,500 m3 blast furnaces, two 300 ton dephosphorization converters, three 300 ton decarbonization converters, one LF refining furnace, two sets of RH vacuum refining equipment, two 2,150 mm double-strand continuous slab casting machines, one 1,6
15、50 mm double-strand continuous slab casting machine, one 1,580 mm hot strip mill, one 2,250 mm hot strip mill, one each of 2,230 mm, 1,700 mm and 1,550 mm pickling and cold rolling combined mills and associated continuous annealing line and hot-dip galvanizing line. The auxiliary project mainly incl
16、udes the following items: one large integrated materials yard, two 75,000 m3 oxygen concentrators, two 300 MW coal-gas turbine co-firing heating and power generation units, two 150 MW CCPP gas-steam combined power generation units, 50,000 m3 of fresh water per day desalination equipment and corresponding utilities and auxiliary facilities.III.
