3、发展的最大威胁，寻求一个可以缓解农民健康风险的制度变成了政府和农民的迫切需求，2003 年实行的新农村合作医疗制度是否适合农民的需求？该制度的实施前后到底给农民的健康风险有什么影响？这是一个值得深入探讨的问题。本文首先对健康风险的具体意义进行了介绍，阐述了健康风险对农民生活的影响，其次介绍了农民遭受健康风险时风险分担途径的选择。指出以政府投资为主的新型农村合作医疗制度是权衡各方利益以及各种约束条件之后的理性选择。在此之后本文通过对比新型农村合作医疗制度实施前后农民参加新农合的具体指标，例如参合率，住院门诊起付线，封顶线以及补偿比例，指出新型农村合作医疗确实降低了农民的健康风险。最后通过制度学派
4、的观点来评定新农村合作医疗制度的成功之处与不足，并给出完善意见。关键词关键词：健康风险；制度标准；新农村合作医疗IIABSTRACTThe health risks of farmers is the biggest risk faced by farmers in China, impoverishment has become the greatest threat to the harmonious development of rural areas, seeking a system to reduce the health risk has became a urgent need
5、 for both government and farmers. Whether or not the heath system, which was set up in 2003, has made the needs of farmer and the investment of government meet in the end is a question worth exploring.Firstly, in this article the specific significance of health risks were introduced to explain the h
6、ealth risks to farmers lives, then introduces the health risks of farmers being the choice of risk-sharing approach. And point out that the government investment in new rural cooperative medical system is a rational choice after weigh the interests of all parties and a variety of constraints. After
7、this, by comparing the new rural cooperative medical system before and after the implementation of the new rural cooperative farmers in the specific indicators, such as participation rate, hospital out-patient from the pay line, cap line and the compensation ratio. Found out that the new rural coope
8、rative medical do reduce the health risks of farmers. Finally, evaluate the new rural cooperative medical system in the success and shortcomings through the view of school system.
