2、，并且主要局限在改革和完善政府领导人的政绩考核标准、进一步完善政府的决策机制以及建立科学的消费观机制、改革科研体制以加快技术进步等方面。然而，在我国社会主义发展的初级阶段，如果不把树立和落实科学发展观与社会主义体制和制度现状结合起来研究，树立和落实科学发展观就是一句空话，科学发展观的本质和核心问题根本无法得到解决。 本文遵循提出问题、分析问题、解决问题的思路，把落实科学发展观置身于社会主义政治体制、改革开放的大环境下，对现阶段阻碍落实科学发展观的体制环境和制度保障的缺乏进行深入分析，提出从理论学习制度、党的领导制度、干部政绩考核制度、科学民主决策制度、行政管理体制等制度的完善来解决落实科学发展
