1、水土流失治理项目社会影响后评价 模型构建研究摘要我国是世界上水土流失最为严重的国家之一，每年有大量的土 壤受到侵蚀，占全球总量的五分之一。近几年我国大力开展水土流 失治理项目，随着项目的进行也引发了许多的社会问题。由于此前 的工程大多都以经济评价为主，很少关注社会层面，而忽略了社会 影响的评价。我国的社会影响后评价工作开展比较晚，社会影响后 评价指标体系构建还不够完善，所以我国急需社会后评价展开研究。 通过对社会影响后评价指标体系评价模型对社会影响后评价深入研 究。 本文主要采用文献分析法分析了我国的研究现状，并且通过信 息沉淀法获取关于水土流失后评价的指标。采用专频度分析法和专 家评分法分别
2、对指标进行了预选和筛选。采用层次分析法把指标体 系中的定性指标定量化进行权重打分，最后采用成功度法对指标进 行打分，结合指标的权重计算出总分，与成功度的标准进行比较， 评价项目做的是否成功。 我国的指标体系还存在许多不足之处，所以本论文在之前的研 究理论基础上进一步完善指标体系，进而构建指标体系评价模型， 为水土流失社会影响后评价工作提供一个基础理论，为我国政府后 续开展的水土流失投资项目起到指导作用，对工程的相关单位在工 程建设过程中应该考虑工程后期长远的社会影响作用，对相关单位 具有提前控制作用。关键词：水土流失治理项目；社会影响评价；指标体系；评价模型；层次分析法；成功度法； abstr
