1、 淮安建筑业“十二五”期间发展战略 摘 要 淮安建筑业“十二五”期间发展战略 摘 要 淮安市建筑业发展基础较好，但近几年来，发展缓慢。全市建筑业总产值己经连续三年在 400 亿左右徘徊，全省排名一直在第十位左右，与国内像绍兴、南通等建筑典型市相比，差距明显增大。本课题从淮安市建筑业企业发展的现阶段发展状况出发，分析了淮安建筑业的优势劣势，并对十二五期间建筑业的趋势进行了分析，对淮安建筑业企业的发展面临的各种问题作了详细的分析。以市场为导向，通过产业结构的调整，并对自身的优势充分利用，对国内外一些地方的成功之处充分利用，最后提出淮安市建筑业十二五期间发展的战略及保障措施。 全文主要分为五章：第一
2、章是对建筑业市场的发展趋势分析。该章节主要是对国内国际市场和国内外建筑业发展的趋势分析，从而为国内建筑业的发展提供一个借鉴。同时对国内未来建筑业发展环境和浙江绍兴 江苏南通等全国建筑强市的发展情况进行了分析， 为我们制定淮安建筑业战略提供了一些依据。第二章节是对淮安市建筑业现阶段发展情况的作一个描述和分析。该部分根据统计数据选取了“总产值、在外省完成产值、境外营业额、年末从业人数、工程结算收入、人均利润”等主要指标对淮安建筑业整体情况作了一般性的介绍，并通过比较分析可以发现淮安建筑业和其它建筑强市的差距。第三章节是用SWOT 分析方法对淮安建筑业目前在发展过程中具有哪些优势机遇，同时会有哪些劣
3、势和威胁。第四章节在前几章节的分析基础上，提出了淮安建筑企业十二五期间发展的八大战略。第五章节主要是战略的保障措施。通过几个方面强调要保障战略的顺利实施必须保证科学的组织结构，强有力的人才保障等一些措施。 关键词：关键词：SWOT 分析；发展战略；体制改革；产业结构调整；科技创新 Evelopment Strategy Of HUAIAN Building Industry In The Twelfth Five-Year Plan ABSTRACT The base of HuaiAn building industry is relatively well,but it has being
4、 slowed down in recent years! The overall output value is around 40 billion yuan in three consecutive years, which ranked the tenth among all cities in Jiangsu province! The gap is obvious when compared with the wellknown building cities like NanTong and SuZhou.The thesis will give a detailed report
5、 on the development of HuaiAn building companies, through my thorough reseach of the changing enviornment of the building market during the period of carrying-out of the twelfth five-year plan,and according to the present situation of HuaiAn building companies. On the bases of market-orientation,ful
6、ly exploitation of oneown advantage,learnning from the success experiences of foreign countries, I would like to put forward some stratigic measures on the development of HuaiAn building companies . The thesis includes five parts: Part one is the analysis of the markets at home and abroad and its de
7、veloping trend. Through analysing the international building market and its trend,we will have a good reference which will help the development of domestic building industry.At the same time,we will have a analysis of the future enviornment of domestic building industry and the current developing si
8、tuation of the strong building cities in domestic county like ShaoXing city of ZheJiang ,NanTong city of JiangSu,which will be our foundation when we draw up strategy of HuaiAn building industry. Part two will give a discription and an analysis of the current development of HuaiAn building indusry t
9、hrough some important data, such as :gross output value,output value accomplished in other provinces,turnover accomplished abroad,the year-end number of people engaged in,income of constrution contract,per capita income etc. And also we can find the gap between HuaiAn building industry and other str
10、ong building cities through compative analysis. Part three is SWOT analysis.This part will analyse the subjective problom and objective enviornment facing HuaiAn building companies from the angle of advantages,disadvantages,opportunities,threats which facing HuaiAn building companies. Part four will
11、 put forward eight strategies on the development of HuaiAn building industry during the twelfth five-year plan on the basis of the previous part.The main poins include: deepenning the business reformation, deepenning business system reformation, establishment of modern business management system, em
12、phasis on the adjustment of the structure of production. Part five is about the ensurance measure.We must ensure scientific organization structure and a good structure which can keep talented person stay,by stressing some measures from many aspects.
