4、理工作。进入 21 世纪以后,城市化步入快速发展阶段,规划管理方面的新问题也不断涌现,出现了许多不合理甚至违法现象。城市的有效规划管理是是一个时期内城市发展的蓝图，是研究城市的未来发展、合理布局和综合安排城市各项建设工作的重要举措。所以，要建设好一个城市，科学合理的城市规划、统一适宜的布局管理，尤为重要。然而，我国目前的城市规划管理还存在诸多较严重的问题。做好新形势下的城市规划管理工作，已经成为当前的一项紧迫任务。而城市整体的规划必然产生建筑的拆除和新建，其中资金的运用是彰显一国之科技、文化、 、工程管理水平等综合实力。建筑工程造价控制是建设管理工作的重要组成部分，如何合理确定和有效控制工程投
