3、构发展困境与展望摘要随着中国经济的不断发展，人口老龄化日益加剧，而老年人口中失能老人、慢性 疾病患病老人、空巢老人的数量和比例也在急剧上升，随之而来的养老问题日益受到 社会的关注。就目前而言，传统的家庭养老方式已无法满足老人护理、医疗等更为专 业和复杂的需求，有限的公办养老机构也难以满足日益增多的居民养老需求，而纯粹 私营的养老机构因其高额消费又使得家庭条件一般的老人望而却步。基于此，本文选取了既能满足失能、半失能老人的护理型养老需求，又能满足普 通家庭福利型养老需求的公办民营护理型养老机构作为研究对象，通过对入住老人、 老人家属、机构员工以及机构负责人的需求调研，分析各相关利益主体的真实需求
4、， 而需求无法满足之处正是公办民营护理型养老机构的问题所在。经调查分析发现，公 办民营护理型养老机构的发展存在诸多困境：机构运营资金短缺，发展规模受到限制； 政府支持力度较小，补贴难以落实到位；机构员工薪酬待遇不高，专业化程度较低； 老年护理风险较高，机构与家属较易发生纠纷；机构目前只满足基本护理需求，对老 人的情感支持与临终关怀不足。针对上述问题，本文通过查阅相关文献资料，并借鉴港台地区机构养老及护理方 面的成功经验，对公办民营护理型养老机构的长远发展进行了深入的思考和探究，同 时对其发展提出展望：要加强政策细化与落实，加大对养老机构的支持力度；要拓宽 养老机构资金来源，促进养老服务主体的多
5、元化；要增强员工专业化水平，保证养老 机构服务质量；要延伸服务内涵，增强对老人的临终关怀；要促进机构多层次化发展， 满足不同养老需求；要建立第三方评估机制，促进养老机构有效管理；要利用现代护 理技术与设备，促进机构服务的信息化与自动化。关键闹：公办民营，护理型，发展困境，展望AbstractWith the deVelopment of Chinas economy，the amount of me aged people is iIlcreasing， among which the disabled，chronic patients and empty-nest elderly are r
