1、 华东师范大学 MPA 学位论文 工商联在推动民营经济发展中的作用?以闵行区为例 论 文 摘 要改革开放以来,我国民营经济蓬勃发展,为促进经济建设、社会发展作出了积极的贡献。新的历史时期,民营经济发展面临新的机遇与挑战,与此同时,制约民营经济发展的外部环境和内部障碍依然存在。工商联作为联系党和政府与非公经济的桥梁、助手和纽带,具有经济性、统战性、民间性,如何真正发挥工商联组织优势,进一步促进非公经济代表人士健康成长,进一步推动民营经济的健康发展成为工商联工作的重要命题。本文从探索我国工商联在推动民营经济发展中的角色定位出发,分析我国工商联在推动民营经济发展中的优势,并以闵行区为例,全面回顾闵行
2、区民营经济发展概况、以图表方式客观分析闵行民营经济发展中的问题,深刻剖析闵行区工商联的基本情况、工作中的机遇与挑战、推动区域民营经济发展过程中存在的瓶颈问题,最后从体制政策推进,加强工商联作用;思想引导、促进非公经济人士成长;完善服务、促进民营经济发展;夯实基础、推进基层商会建设四个方面提出建议对策,旨在以闵行区工商联工作为切入点,对新形势下工商联如何推动民营经济发展作深入思考和积极探索。 论文内容主要包括四个部分: 第一部分,主要说明了研究背景、目的及其理论意义和实践价值,界定了相关概念,介绍了本文所采用的研究方法。 第二部分,研究了我国民营经济发展综述,我国工商联在推动民营经济发展中的优势
3、,从而对我国工商联在推动民营经济发展中的角色进行定位。 第三部分,客观分析了闵行区民营经济发展概况、民营经济发展中遇到的外部环境和内部障碍,以及闵行区工商联在推动民营经济发展中现状、遇到的问题。 第四部分,按照公共管理理论,结合闵行区发展实际,从制度层面、思想引导、政府服务、基层建设四个方面提出建议对策,对闵行区工商联在推动民营经济发展中的功能定位进行思考。 关键词:工商联;民营经济发展;功能 华东师范大学 MPA 学位论文 工商联在推动民营经济发展中的作用?以闵行区为例 ABSTRACTSince China has implemented the policy of the reform
4、and opening to the outside world, private economy in China has seen prosperous development, which has made a positive contribution to promoting the economic construction and social developmentCurrently, its development is facing new opportunities as well as challengesMeanwhile, there still exist the
5、 constrains of private economy development from both the external environment and internal barriers. However, the federation of industry and commerce, as a linking bridge between government and private economy should take the responsibility of ensuring the sound development of private economy. In th
6、is paper, the author firstly focuses on the federation of industry and commerces role of promoting the private economic development, and then she takes the chamber of commerce in Minhang district as a specific case, and analyzes, through the comprehensive review of the private economic situation in
7、Minhang District, its objectives, roles and problem solving as well as the present bottleneck problems in orienting the development of private economy. Lastly, suggestions and policies have been proposed from four aspects, institutional mechanisms to improve the relationship between government and f
8、ederation, the promotion of private enterprise ownersgrowing up through education, elevating the service quality to promote the development of private economy, strengthening the foundation, and promoting the establishment of basic Chamber of Commerce in towns and villages. 14、者,是公益事业的支持者,是民主进程的推动者,也是构建和谐社会的力行者。 为进一步促进民营经济的健康发展,九届全国人大二次会议通过的中华人民共和国宪法修正案确立了非公经济在我国的法律地位,2005 年 2 月国务院颁布了关于鼓励支持和引导个体私营等非公有制经济发展的若干意见,上海市政府出台了上海市贯彻国务院关于鼓励支持和引导个体私营等非公有制经济发展的若干意见的实施意见,各区政府专门作出了相关指导意见,民营经济逐步从国民经济的有益补充到现在国民经济的重要组成部分,在逐步改善的经济社会环境中获得了长足的发展。 工商联作为民营企业的“娘家”,是党和政府联系非公经济的桥梁、纽带和助手,根据“充分尊重、
15、广泛联系、加强团结、热情帮助、积极引导”的工作方针,如何进一步引导广大非公经济人士健康成长,促进非公经济健康发展,是党中央赋予工商联的光荣政治任务,也是转变经济发展方式、优化产业结构、促进社会和谐的重要内容。二、 研究目的新形势下,将民营企业作为工作对象的工商联地位和作用进一步显现,工商联如何在推动民营经济发展中有所作为也引起了更为广泛的关注和深入的思考。本文将以闵行区为例,就区内民营经济发展的概况、制约我区民营经济发展的外部环境和内部障碍,以及我区工商联在推动民营经济发展中现状、存在的问题和困难进行分析,进而进行功能定位,以期更好地发挥工商联工作优势,为推动民营经济的发展起到一定的指导和借鉴作用。 在全球金融危机的大背景下,民营经济面临着前所未有的生存压力,主要表现为经济形势不明朗、赢利能力下降、资金大量短缺、出口形势严峻等,对工商联工作提出了严峻的挑战。新时期,如何进一步利用工商联经济性、统战性、民间性三性合一的特点和优势,转变职能、完善服务,充分发挥对民营经济发
