3、营权也会流转起来。而实际呢，受农村土地产权制度以及城乡二元体制的制约，农村土地承包经营权流转缓慢，长期滞后于农业劳动力转移就业。进入 21 世纪以来，在工业化城镇化进程中，城乡发展一体化趋势越来越明显，农地流转需求呈现出不断加大的趋势。但是，对土地承包经营权流转的服务却跟不上来，流转主体不明确、流转行为不规范、流转机制不健全的问题比较突出。因此，研究农村土地银行模式的培育问题，对于深化农业和农村发展道路和中国农民问题的理论研究提供了一个视角， 对于发展现代农业、 完善农地承包经营权流转市场、 改善农村金融生态环境、实现城乡一体化发展具有重要作用。 本文以改革开放 30 多年农村经济社会结构的变
4、化、尤其是 21 世纪以来农业现代化建设为背景，运用制度经济学、农业经济学、社会学理论，借鉴国外经验，并结合国内农村土地银行发展的实践探索，对我国农村土地银行模式培育问题进行了研究。本论文共分四个部分：第一部分阐释了农村土地银行相关的理论依据。第二部在分析土地流转现状及困境的基础上提出了农村土地流转中引入土地银行的必要性。即土地银行机制有利于促进农村土地和劳动力流动；有利于实现规模经营、发展现代农业；有利于完善农地金融制度；有利于推动城乡经济社会一体化发展。第三部论述了我国农村土地银行的实践探索，提出了探索中存在的问题。即农地的贷地需求不足与供给不足并存；土地流转价值难以有效衡量；服务组织的专
5、业化水平有待提升。第四部分提出了农村土地银行模式的培育路径，提出在培育过程中要重点把握好几点。首先，顺应农业规模化集约化的发展趋势，赋予其土地抵押贷款的功能；其次，按照市场化的运作方式， 提高土地银行自身的可持续性； 第三， 结合现有服务组织架构， 构建 “金融机构+ 农村土地产权交易中心+集体经济组织”的运作模式；第四，注重制度设计，完善运行管理；第五，因地制宜、循序渐进开展区域性试点。 本文的创新之处在于：第一、研究框架的特色。本文以农村土地流转的现状及困摘 要 摘 要 境为切入点，对农村土地银行模式培育的探讨始终放在培育土地银行的必要性、现阶段土地银行的实践探索和农村土地银行培育的路径中
