1、中文摘要1摘摘 要要经济全球化推动了世界各国经贸发展，港口作为经济全球化的战略性宝贵资源，在各国经济发展中发挥着举足轻重的作用。为了适应经济一体化进程，我国相继出台了许多针对港口发展的优惠政策，从最初兴办保税区，到当前基本完成对“保税港区”的整体布局，可以说每一次升级都体现了深化改革，实施全方位、多层次、有重点对外开放的总体战略。截至 2010 年底，我国先后设立了十二个保税港区，即上海洋山、天津东疆、大连大窑湾、海南洋浦、宁波梅山保税港区、广西钦州保税港区、厦门海沧保税港区、青岛前湾保税港区、深圳前海湾保税港区、广州南沙保税港区、重庆两路寸滩保税港区、张家港保税港区、烟台保税港区，其中以上海
2、保税港区发展较为成熟。保税港区是世界自由港在中国的一种特殊表现形式，是中国化的自由贸易港区。随着国家振兴东北老工业基地与兴办东北亚航运中心的战略部署大连保税港区的作用将日趋显著。加快大连保税港区的发展，对于进一步扩大东北对外开放，振兴东三省工业基地经济和全面推进大连东北亚航运中心建设有着重要而又深远的意义。因此，对大连保税港区的研究十分必要。本文以大连保税港区为研究对象，以保税区与自由贸易区、保税港区与自由港分析比较为起点，以推进大连保税港区发展建设为主线，通过对大连保税港区的环境分析、主体功能定位以及国内各主要保税港区的指标评价，分析大连保税港区的现状与不足，旨在探讨如何通过提升保税港区综合
3、实力(竞争力)，促进大连保税港区的发展。文章具体分为四部分，第一部分对保税区、保税港区概念及演变进行论述，重点比较保税港区与自由港的异同;第二部分介绍大连保税港区发展及现状，并对港区进行环境分析，提出大连保税港区的主体定位;第三部分运用不确定性多准则决策方法，从区位条件、腹地经济、城市竞争力、港口条件、保税物流建设以及保税港区软环境六个方面比较分析上海、天津及大连保税港区的综合实力;第四部分对大连保税港区的发展提出对策与建议。希望本文能够为大连保税港区和中国特色自由贸易港区的建设与研究工作尽点绵薄之力。关键词关键词:保税港区保税港区;比较分析比较分析;综合实力评价综合实力评价;对策建议对策建议

As a strategic valuable resource, port has played a pivotal role in economic development. In order to adapt to the process of in
5、tegration of the world economy, China has promulgated a series of favorable policies to opening-up successively. Each promotion of bonded economy has manifested our country deepening reform, implementing Omni-directionally, multi-level and key-outstanding strategy of innovation opening-up, early fro
6、m the bonded zones established to the current, which has completly distributed the bonded seaport district basically. Up to 2007, China has set up four bonded seaports, which are Shanghai Yangshan, Tianjin Dongjiang, Dalian Dayaowan and Hainan Yangpu, and with the development of Shanghai bonded seap
7、ort is more mature. Bonded seaport in China is a special form of the free port; also it is the Chinas Free Trade Zone. As a policy-oriented of revitalizing the old northeast industrial base, as well as a strategic plan of establishment of shipping hub in Northeast Asia, Dalian Bonded Seaport will pl
8、ay an irreplaceable role. It is an important and far-reaching significance to speed up development and construction of Dalian Bonded Seaport, which is important to further expand the Northeast opening up, revitalize economy of the Northeast industrial base and promote establishment of shipping hub i

Therefore, it is necessary to study the Dalian Bonded Seaport.This thesis takes the Dalian bonded seaport district as the investigative task, takes the competitiveness evaluation of the bonded area and the free-trade zone, the bonded seaport district and the free port as th

Based on the environment analysis, the main functional localization as well as the main domestic bonded seaport districts target appraisal, it analyzes the present situation and the insufficiency of Dali
