1、 摘 要 I 摘 要 产业集群作为颇具特色 的经济组织形式，已经 发展成为 学者 关 注 和 研 究 的 重 点 问题。 河北省县域特色产业集群发展迅速， 对河北省经济发展起到良好的推动作用， 同时，县域特色产业集 群企业面对众多竞争者 ，创新能力发展落后成 为制约河北县 域特色产业集群企业应 对激烈的市场竞争的重 要因 素。本文以河北省 县域特色产业 集群为研究对象，目的 在于进一步认识河北省 县域特色产业集群 的 创 新 模 式 ， 从 而 对如何提高河北省县域特色产业集群的创新能力以探索 。 首先，本文对产业集群 和特色产业集群进行综 述的基础上，分析了河 北县域 特 色产业集群的发展现
2、状 ，结合县 域 特 色 产 业 集 群 创 新 发 展 中 创 新 能 力 不 足 的 问 题 ， 对县域特色产业集群内 企业的创新行为进行分 析，通过分析发现集群 企业采用技术 创新能够提高集群企业 创新能力，合作创新是 集群企业进行创新的有 效方式，由于 创新的风险性造成集群 企业在进行决策时的困 难，由此，提出基于共 性技术的产业 集群创新模式。接着， 建立河北省县域产业集 群创新体系的三维模型 ，并分析了体 系内 的组成要素。 对于创新模型中建立研发平台和技术推广做了进一步研究。 其中， 研发平台由政府主导型 、龙头企业带动型和形 成产业联盟；接着，探 索了共性技术 的推广形式和保障
3、措施 。在此基础上，通过实 证研究等方法对河北县 域产业集群创 新模式进行探索， 结 合 安 平 县 丝 网 的 聚 酯 网 后 处 理 技 术 开 发 的 案例， 验证共性技术 是有效推动产业集群创 新能力的方法，而政府 合作的共性技术开发能 够提高整个县 域产业集群的 可持续发展能力 。 关键词 产业集群；河北省；县域；创新模式 ；共性技术 河北科 技大 学硕 士学 位论 文 II Abstract Industrial clusters as a distinctive form of economic organization, has become a highly discusse

The rapid development of the characteristic industrial clusters in county region has played a good role in promoting economic development in Hebei Province, at the same time, enterprises of characteristics industrial clusters in county region are facing many co
5、mpetitors. An important factor, the characteristic industrial clusters in county region is facing is underdevelopment, as a constraint to innovation. The study object is the innovation mode of the characteristic industrial clusters in county region, and the aim is to further understand the innovatio
6、n mode of characteristics industrial clusters in county region and to guide how to improve the innovation ability of the characteristic industrial clusters in county region. First, based on the review of the industrial clusters and the characteristics industrial clusters, the issue analyses the pres
7、ent situation of the characteristics industrial clusters in county region of Hebei Province, combined with the analyses of the strengths and weaknesses of the characteristics industrial clusters, the issue establish the three-dimensional model innovation system and analysis the elements within the s
8、ystem. Then, the paper analysis the innovation behavior of the enterprises in characteristics industrial clusters in county region, on the same time, if the enterprises in clusters improve the innovation business, it is a effective way for cluster enterprise to adopt the cooperative innovation, for
9、the risk of innovation, firms in cluster find it difficult to make decisions, through empirical research the issue explore the innovative mode of the characteristics industrial clusters in county region. Concretely, Anping as the case, its wire mesh industrial clusters is analyzed. Generic Technolog
10、y is effective to promote the innovation capability of cluster, and cooperation with the Government to develop Generic Technology to improve the capacity for sustainable development of industrial clusters. Finally, this paper presents the innovation model of characteristic industrial clusters in Heb
11、ei Province. And further explore the factor of Generic Technology in development and promotion.
