6、办非企业单位作为民间组织的重要组成部分，在政府职能转型、构建服务型政府的过程中，将会发挥自己本身所具有的能量，为社会的发展进步作出自己的贡献。本文在立足于我国国情的基础之上，通过对南京市鼓楼区 88 家民办非企业单位的问卷调查和实际访谈，并借鉴其他非营利组织以及公共管理的理论和实践，研究民办非企业单位的发展与管理，发现在管理的过程中存在的问题以及这些问题对民办非企业单位的发展会带来的不利影响，并且提出具有针对性的对策建议，将会有利于民办非企业单位的成长与发展，有利于民办非企业单位在今后的社会发展和进步中做出更加巨大的贡献。关键词：民办非企业单位 管理 对策 ABSTRACTWith gradu

The past model that the governments social big government are also transfer to a new model in which the government and the community more harmonious. That change

In this new model, require more non-governmental organizations or non-profit organizations in social affairs to play a greater role. Private non-enterpri
9、se units as one of non-governmental organizations, play an important role in the transformation of government functions and building a service-oriented government. Private non-enterprise units have to play by their own energy to make its own contribution for social development and progress. This pap
10、er based on the condition of our country basis, and by the survey and the actual interviews of 88 private non-enterprise units in Gulou district of Nanjing city, and other non-profit organizations and public management theory and practice, researching private non-enterprise units in the development
11、and management and founding the question in the process of management and the effects the problems bring about for the private non-enterprise units development and proposed specific measures.
