3、当前新升格本科院校的学生行为管理的现状摘 要新升格本科院校是伴随着我国高等教育步入大众化阶段应运而生的，这类院校底子薄、势力弱，在高等教育迅猛发展、竞争日益激烈的当今社会中，办学存在着许多困难。这些困难又影响着大学生行为管理工作。所以如何采取有效的方针和措施改进与完善这类院校的学生行为管理问题，是摆在这些院校面前的重要问题。新升格本科院校在转型之初普遍存在着应用性、大众性、地方性和过渡性等特点, 笔者在新升格本科院校和老牌本科大学的 2000 名学生中做了大学生思想行为情况调查问卷 ，得到了第一手资料，并对问卷结果做了统计分析，得出了统计数据，以此作为论文的基础数据，并由此分析得出新升格本科院
4、校学生在思想行为方面不同于老牌本科大学的学生的特殊方面：。价值观选择的困惑；因学校“专升本”带来的升学就业的困惑；理想设计与现实努力反差变大以及自我成熟感与自制能力之间差距明显增大等。近几年,新升格地方本科院校的大学生行为管理工作的管理环境出现了学校人才培养目标提高与学生素质普遍下降的矛盾、办学规模不断扩大与教育资源相对紧缺的矛盾、学校政工力量薄弱与学生工作任务繁重的矛盾、校园文化氛围沉闷与学生日益增长的校园文化生活需要的矛盾以及学生就业期望过高与就业层次偏低的矛盾等新变化，管理主体在升本之初进行了管理理念人本化、组织结构系统化和资源配置合理化等的探索，大学生行为管理工作普遍存在着非规范化管理
5、、管理动作行政机关化、激励机制的滞后、 “狭义校园文化论”的制约以及管理者对“专升本”后学生的思想行为的特点把握不够等问题。那么，如何采取有效的方针和措施解决这些问题呢？笔者认为应在坚持实事求是、发展和法制意识的原则下，采取五个方面的措施：按照本科教育的要求优化学生管理体系；立足“专升本”实际，升级育人理念；积淀本科层次制度文化，促进制度激励；强化意识，实现向本科校园文化的转型；完善与转型相适应的配套机制等。只有通过转变观念、统一思想、齐抓共管,方能逐步使新升格本科院校走出大学生行为管理的困境，使之焕发出勃勃生机，在高等教育迅猛发展、竞争日益激烈的时代中拥有一席之地！关键词：新升格本科院校；大
