3、理法律制度中，我们认为它是乡村社会治理的底线，而道德制度是乡村社会治理的基本框架，因此，乡村社会治理的“善治”目标的实现不是单纯依赖于法律制度，或单纯依赖于道德制度，而是依赖于这两者之间的相互配合、相互统一。乡村社会治理的纪律规范是法律制度和道德制度在乡村社会治理活动中的具体化。对于乡村社会治理主体来说，在开展治理活动时都必然严肃遵守这些纪律规范，但需要注意的是，我们应避免乡村社会治理活动走向僵化、死板、被动，而在严肃纪律的同时确保乡村社会治理活动的灵活性、积极性，使乡村社会治理主体主动性地服务于广大农民群 众 。基层政府在乡村社会治理中是非常重要的治理主体，它与企业、非政府组织以及其他社会治
4、理力量在乡村社会治理体系中履行各自的功能，发挥各自的作用，以实 现 乡 村 社 会 治 理 走 向 善 治 的 目 标 。 不 管 基 层 政 府 与 其 他 治 理 主 体 之 间 的 关 系 如 何 ，基层政府在乡村社会治理中都承担不可推卸之职责和功能。因此，本文在研究乡村社会治理时，主要是以基层政府为切入点的。在乡村社会治理运转中，基层政府首先要实现政府职能的转变。乡村社会治理体系作为一个系统性存在，既有其内部系统，也有其外部系统。因此，在乡村社会治理的协调、顺畅运转中，协调乡村社会治理的外部关系要注重内外部系统间的关系、外部系统的相互关系以及内外部系统间的协调。乡村社会治理是一个具有完
5、整性、系统性的存在。如此，它不仅有包括乡 村 社 会 治 理 活 动 主 体 等 在 内 的 诸 要 素 构 成 的 内 部 系 统 ， 还 有 政 治 系 统 、 经 济 系 统 、社 会 系 统 、 文 化 系 统 在 内 的 外 部 系 统 。在过去的经济社会发展中，往往强调经济社会发展的效率问题，而忽略了经济建设中的社会公平问题。在乡村社会治理中也是如此，将经济建设作为社会发展最主要目标，而忽略乡村社会治理的社会公平。因此，现在就需要在乡村社会治理中I张扬社会公平。实现乡村社会治理的公共服务均等化的重点有努力推进城乡之间公共服务均等化、加快推进区域之间公共服务均等化、积极推进人群之间公
6、共服务均等 化 等 三 个 方 面 。 在 乡 村 社 会 治 理 中 ， 基 层 政 府 的 权 力 运 行 是 社 会 发 展 的 着 力 保 障 ，是实现“全心全意为人民服务”的宗旨的基本保障，而基层政府权力需要在民众的监督之下运行。因此，对基层政府权力的监督和制约、创造条件让农民群众广泛参与、公开乡村社会治理的各项活动是让基层政府的权力在民众监督下运行的重要方面 。说到底，乡村社会治理是为了广大农民群众谋福利。在乡村社会治理中，农民群众是乡村社会治理权力的拥有者，而乡村社会治理是在行使这种权力，以实现让农民群众共享经济社会发展的有益成果。乡村社会治理应该是节约俭仆的，这是指开展乡村社会
7、治理中的治理成本问题，即指向了廉政。在乡村社会治理中，我们强调基层政府是廉洁的基层政府，也就是说它是精简的、成本低的、不浪费的基层政府。因此，节约俭朴，降低成本是廉洁基层政府的重要特征，这就是要求基层政府在行使乡村社会治理权力、执行乡村社会治理政策的活动和过程中应厉行节俭，并尽可能地降低治理成本，坚决抵制铺张浪费、假公济私等浪费行为，明确限制“三公”经费。在乡村社会治理活动中，乡村社会治理政策执行需要得到强有力执行，提高效率。乡村社会治理的一切活动，都要按照执行高效的标准和规范进行设计，并严格按此规范严格执行。因此，只要乡村社会治理所参照的这些标准和规范设计得 科 学 、 合 理 ， 那 么
8、， 其 执 行 就 会 越 有 效 ， 乡 村 社 会 治 理 活 动 的 目 标 便 越 容 易 实 现 。但同时也要注意保持乡村社会治理政策执行的灵活性、积极性、主动性，避免乡村社 会 治 理 活 动 变 得 僵 化 死 板 。关 键 词 ： 乡 村 社 会 ； 社 会 治 理 ； 社 会 治 理 科 学 化 ； 基 层 政 府 ； 服 务 型 政 府IIABSTRCTThe operation of rural social governance must be under a set of systems and regulations that multiplesubjects of

10、in a longtime. In legal system of rural social governance, I think it is the bottom line, while ethical system is thebasic framework of the rural social governance. Therefore, the realization of “good governance” target ofrural social governance is not simply dependent on the legal system, or simply
11、 depends on the ethicalsystem, but relies on mutual cooperation and integrity of them. The rural governance discipline concretizesthe legal system and ethical system of rural society governance. For the subjects of rural social governance,they must strictly comply with the regulations of these disci
12、plines in governance activities. but it should benoted that we should avoid rural social governance activities to be rigid, rigid, passive, therefore, it is notonly strict discipline, but also ensure that the flexibility, enthusiasm of rural social governance, so as thatrural social governance initi
13、atively serves the mass of peasants.In the governance of rural society, Grass-roots government that is very important governance subject,with firms, NGOs, and other social governance forces, fulfill their respective functions and play their ownroles to achieve good governance of rural social governa

No matter the relationship between theGrass-roots Government and other governance subjects, grass-roots government have had to bear its dutiesand functions that cannot shirk in the governance of rural society. Therefore, in this paper, I focus mainlyon grass-roots government as the starting poi
15、nt. In the operation of rural social governance, grass-rootsgovernment must first transform its functions. The system of rural social governance has both internal andexternal systems. Therefore, the coordinate and smooth operation of rural social governance, it requests thecoordination of external r
16、elations and internal relation, and between them. Rural social governance is anintegrity and systemic exist. So it not only includes internal relations of the elements like governancesubjects, but also includes external systems like political, economic, social, and cultural systems.In past economic and social development, we often emphasize the efficiency, but ignored the socialequity in the economic construction.
