1、I工程量清单计价模式的应用与完善摘 要随着我国市场经济的发展，改革传统的“量价合一，固定费率”的工程造价管理模式的要求一直很大。特别是在我国加入 WTO 后，对我们造价管理提出了新的更高的要求。造价管理工作从方法上应逐步向市场经济的法则靠拢，与国际惯例接轨。2003 年 7 月有关部门颁布了建设工程工程量清单计价规范，正式提出了工程量清单计价。工程量清单计价是国际通用的一种工程造价计价模式，这种工程造价计价模式能真正满足我国“政府宏观调控，企业自主报价，市场形成价格”的工程造价管理改革的需要，也是我国加入 WTO 后，在工程造价领域与国际接轨的需要。要保证工程量清单计价模式的顺利推广实行，真正
2、达到市场竞争形成价格，最终控制工程造价的目的，必须先解决工程量清单计价推广应用中存在的问题，使工程建设各方真正理解接受工程量清单计价模式。 本文在认真研究规范的基础上，总结工程量清单计价在我国试点以来的实施成果，从工程量清单计价的执行现状、计价程序出发，通过工程实例剖析工程量清单计价应用中存在的普遍性问题及解决问题的方法。本文主要从工程计量和计价这个环节出发，重点解决如何提高工程量清单编制质量，如何更好的进行工程量清单报价。关键词：工程量清单；计价模式；应用；完善；工程量清单报价IIAbstractWith the development of our market economy, the

11、S)编制出版了建筑工程工程量计算规则(SMM)，成为英国统一的建筑工程工程量计算规则，规范参与建设各方的行为，RICS 还编制、颁布了一系列的行为规范、规定、标准、计算规则(如土木工程工程量计算规则)与 SMM 共同构成了英国工程造价管理技术体系。同时，英国以 RICS 编制的 SMM 实施工程量清单招标，由业主提供工程量清单，由承包商根据自身条件和工程具体情况自主报价。英国的工程量清单计价方法经过 100 年的发展、完善己经成为一种国际惯例，如国际上通用的 FIDIC 合同在使用时一般配套使用 FIDIC 工程量计算规则，FIDIC 工程量计算规则是在 SMM 的基础上，根据工程项目、合同管理中的要求，由 RICS 指定的委员会编写的。国际工程工程量清单中的计价方法一般分为两类：一类是按单价计价项目，如土石方开挖每立方米多少钱；另一类是按项包干计算，如工程保险费等。1.2 工程量清单计价的程序（1）工程量清单工程量清单应按清单项
