3、等 产 业 。 近 几 年 来 ， 高 新 技 术 企业 特 别 是 中 小 高 新 技 术 企 业 发 展 迅 猛 ， 它 们 在 带 动 我 国 科 技 创 新 、 推 动 科 研 成 果 转 化 、促 进 国 民 经 济 发 展 等 方 面 做 出 了 难 以 估 量 的 贡 献 。 而 研 究 与 开 发 是 中 小 高 新 技 术 企 业 核心 竞 争 力 的 源 泉 与 持 续 发 展 的 动 力 。 中 小 高 新 技 术 企 业 在 其 研 究 发 展 阶 段 需 要 大 量 的 资金 ， 但 由 于 其 自 身 发 展 过 程 中 的 高 风 险 、 高 投 入 、 高 收
