2、要求也日益提高。创造更好的公共文化消费条件成为政府和社会关注的焦点。近年来，河北省政府加大了公共文化基础设施及相关服务的投入和供给。公共文化服务在满足人们基本文化需求以及培育更高层次的文化需求方面起到了不可替代的作用，但是，公共文化服务供给不能满足需求的问题依然严重。为了更好地实现公共文化服务供给与需求的有效对接，扩大和引导居民的文化消费需求，助推经济发展和结构转型，有必要对河北省公共文化服务供给绩效评价进行研究，以发现其中所存在的问题，找到改进公共文化服务供给绩效的对策。本文首先根据公共物品最优提供理论、“政府失灵”理论、新公共管理理论和新公共服务理论，构建了研究的理论基础，然后通过分析评价
3、的价值取向、内容、基本维度以及选取指标时应遵循的基本原则构建了公共文化服务供给绩效评价指标体系，接着在确定指标的标准值、评分方法和各类指标权重的基础上，采用综合评分法建立了评价模型。利用模型重点对河北省公共文化服务供给绩效进行分析，从政府投入、运作机制和发展规模的角度考察公共文化服务的供给状况，从公共文化需求偏好和公共文化服务满意度的角度考察居民公共文化服务需求，综合得到公共文化服务供给绩效水平以及供给低效的原因。研究发现：（1）公共文化服务供给方面，政府投入和发展规模呈增长趋势，但仍处于低水平，运行机制不完善，各地区公共文化服务供给水平不均衡。（2）公共文化服务需求方面，居民文化支出水平低，
4、休闲性与娱乐性的公共文化需求偏多；城乡公共文化需求差异较大，呈现多层次、多样化的趋势；居民参与公共文化服务的热情很高，但是表达需求的意识较差；公共文化设施的利用水平和公共文化活动参与率较低，各市参与水平差距较大；居民对公共文化服务的丰富性、质量和便利性的满意度普遍不高，对整体状况的满意度也较低。（3）无论利用公共文化服务的客观评价指标还是主观评价指标进行分析，公共文化服务供给绩效水平都较低，各地区差距也较大，主要有五方面原因：一是公共文化服务供给水平低，不能满足居民的基本文化需求；二是公共文化服务民间力量缺失，供给主体单一化；三是公共文化服务供给中监督和激励机制缺失，极度偏好可观测的指标；四是
5、居民文化需求不足、偏向低层次，还尚需培育；五是缺乏完善的公共文化服务供需对接机制。笔者建议，改善公共文化服务供给绩效必须多管齐下，采取多种措施，应主要从保障公共文化服务供给、关注与提升公共文化需求以及构筑科学完善的绩效评价体系这三个方面入手，包括建立公共文化财政支持制度、形成多方联动的公共文化供给机制、加强公共文化机构人员队伍建设、培育和引导较高层次的公共文化需求、关注公共文化需求提高有效供给率、增强公共文化需求表达的作用、构建多元评估主体和全面综合评价绩效。本文的创新之处在于：?同时利用硬性指标和软性指标实证分析与评价公共文化服务供给绩效，更能接近实际情况，也更具说服力；?指标评价标准值尽量
6、采用国家级或省级文件中的规定，具有权威性和科学性，对于文件中没有规定的指标标准值或计划值，采用纵向比较和横向比较相结合的方法确定，起到奖优罚劣的作用。关键词：文化消费条件 公共文化服务 绩效 供需对接AbstractWith the development of economy and the improvement of peoples income, culturalconsumption demand of the residents in Hebei Province is growing, the demand of thecultural consumption condition
