3、。指 导 教 师 签 名：日期： 学位论文作者签名 ： 日期： 内容摘要腐败问题由来已久，古代社会有之，现代社会亦有；发达国家有之，发展中国家亦有；资本主义国家有之，社会主义国家亦有。长期以来，腐败问题都是一个无法根除的顽疾困扰着世界各国政府和人民。腐败按照行为方式的显露程度可以划分为显性腐败和隐性腐败，隐性腐败是指公务员利用职务便利，为个人或小集体谋取私利进而损害公共利益，浪费公共资源的行为，而该行为不容易被公众察觉，没有被现有法律规定禁止。而在国外，隐性腐败则被看作是一种严重的违法犯罪行为。近年来，党中央高度重视腐败行为，打击腐败行为的力度也在逐年加大，公务员腐败现象在一定程度上得到了有效
4、的遏制，然而，作为腐败征兆的隐性腐败问题却没有得到足够的重视，隐性腐败以其隐蔽性等特点，正在悄悄地呈蔓延趋势在发展，如果任由它继续发展下去，必然会严重损害我国各级政府的形象，败坏公务员廉洁清正的工作作风，降低政府的公信力，破坏社会公平正义，扰乱社会正常秩序，危害不言而喻。为了保证政府廉洁、公义，有必要深度剖析我国公务员隐性腐败问题产生的原因，在借鉴发达国家治理腐败问题取得的经验的基础上，结合我国的具体国情，做出治理公务员隐性腐败问题的正确选择。本文阐述了公务员隐性腐败的概念，并分析了其固有的特征，如主体和标的物的低层次性、过程的半公开性、影响的潜在扩大性等。分析了公务员隐性腐败的相关理论基础，
5、列举了隐性腐败的表现形式，包括公款吃喝、公车私用、公款旅游、形象工程、公务送礼和行政不作为。从行政伦理、经济、法律和监督等方面分析了产生隐性腐败问题的原因。隐性腐败的危害性绝不亚于腐败，它会增加政府的行政成本，浪费有限的公共资源，降低政府在公众心中的公信力等等。本文列举了世界上政治较为清廉的瑞典、新加坡和美国这三个国家治理腐败的经验和做法，这些国家都拥有一整套完善而缜密的法律法规体系、多主体的监督机制以及覆盖全体国民的社会文化体系，这些都是值得我国借鉴和学习的。最后，本文提出了我国预防和治理公务员隐性腐败问题的几项措施，即重筑覆盖全体公民的伦理道德防线，提高包括公务员在内的全体公民的道德观念，
6、以廉洁公正为荣，以贪污腐败为耻。构建全方位的行政监督体系，强化行政监督部门的独立性和权 威性，充分发挥新闻媒体和公众的监督作用，构建强有力的、全面的法律法规体系，严厉打击隐性腐败行为，建立健全相关的政策、制度，如推进公务员财产申报制度、打造阳光政府、改革行政审批制度和建立完善、科学的公共财政体系。关键词：公务员 隐性腐败 措施 AbstractLong-standing problem of corruption, whether in ancient or modern, both in developed and developing countries, whether capitali
