5、迁中发展得更远，很自然成为学者研 究的重点。 不同于之前学界关于农村合作医疗的历史研究方法， 政策范式则强调解释了国家 在政策制定中的自主作用。从政策范式下的“类型学”和农村合作医疗变迁中几种 不同类型的政策变化，可以看出政策范式对农村合作医疗的影响是普遍存在的。论 文以政策范式六大基本要素为标准将农村合作医疗的政策发展分为传统合作范式、 市场导向范式和新型合作范式三大范式，并探讨农村合作医疗演进兴替的一系列趋 势和经验，通过契合范式变革分析，总结出国家在农村合作医疗变迁中的政策学习 过程，从异常事件积累、理念、政策议程的变革、权威核心的转移来度量国家是如 何发挥作用的。对历史的考量都基于对现
6、实的思考， “以人为本”视域下新农合的构 建，需要从中国农村合作医疗的制度变迁中全面分析、研究、总结和吸取经验教训， 国家要运用政策工具解决不断出现的新问题，做出政策渐进调整适应，推动这个新 范式转向经济发展和社会发展的平衡。 关键词：关键词：农村合作医疗 政策范式 范式转换 以人为本 Abstract As long the magnificent process of Reform and Opening up during past 30 years, China has adjusted its policies which are positively adapt to the ch
7、ange of economy and society. Especially since the Sixteenth Party Congress, China has proposed many governing ideas like “people-oriented”. In this transform process, constructing the new Rural Cooperative Medical System is the core content. This is the way to solve the problem of shortage of medica
8、l care in rural areas, which is found out after 60 years difficult exploration. During the historical evolution of rural cooperative medical care, there was not only low lever but complete coverage in collectivization period, but also was setback when medical care was restored and reconstructed. How
9、 to improve the new Rural CMS further while environment changes, has become the focal point of studies. Different from previous historical research methods on cooperative medical care, policy paradigm emphasizes on the governments autonomous function in making policy. According to the typology of po
10、licy paradigm and the changes of different types during the vicissitudes of rural cooperative medical care policies, we can see the influence of policy paradigm is widespread. Referring to the six constituent elements, the paper divides the policy development of rural cooperative medical care into t
11、hree paradigms. It also discusses series of trends and experience. Based on The Analysis of paradigm shift, it figures out the process of governments policy learning. Whats more, it measures how government plays its role in facing to accumulation of unusual events, changes of decision-making agendas
12、, ideas and shifts of authority. In the sight of “People-oriented”, the construction of new Rural CMS needs comprehensively analyzing, studying, summarizing, and learning lessons. The government can apply policy tools to solve new problems emerging continuously, and adjust policies to promote this n
