2、1第四章结论与展望24第一节 主要结论24第二节 后续需要进行的工作25 辞26参考文献27应急物资库存优化研究摘 要 频发的非常规突发事件日益考验着社会的应急预案和应急管理制度，应急物流的物流突发性、需求的时间与地点、需求的品种与数量等不确定性、及其弱经济性的特点注定其区别于一般的物流，同时应急物资的储备是解决或处理非常规突发事件所带来的物资短缺、人类生命财产威胁、灾后重建和人民生产生活恢复等一系列问题的关键所在。库存是预防的基础，但是过度预防又会带来库存预防物资的挤压、变质以及保管、保存等费用，并为接下来的预防带来极大的隐患。现在对于我国应急物资储存于应急物资的保障机制的主要手段基本上以行
3、政命令为主，运营机构主要也是政府部门以及非盈利性组织为主体，研究大多集中在物流规划和资源配置上，对于应急物资的研究多数集中在成本上，对于应急物资的需求、应急物资的分类和储备主要是以个别专家或者相关应急物资管理人员的经验和主观判断为主，缺乏合理的、明确的、统一的标准，同时，由于应急物资的特殊性，应急物资的管理多数从效率上考虑而没有对需求和品种进行合理的分类，对于满意度的重视和对于成本的忽视往往带来高额的成本和代价，即帕累托无效。 本文根据应急物流的特点，旨在提出一种简洁、实用、系统的决策方法。根据应急物资的种类、结构和质量，对应急物资的需求和数量进行研究进而确定应急物资储备战略并建模解决问题。因
4、此本文从需求的角度出发，结合物资分类方法以及库存模型的选择，着眼于降低突发事件的灾害损失和提高应急管理的处置效率，在保障应急物资合理满足的前提下，提供一套适合应急预案的库存储存战略，提高可操作层面的可行性。 关键词：应急物资;物资分类;库存模型 Inventory Optimization of emergency suppliesAbstract The frequent unconventional emergencies increasingly test the social emergency plan and emergency management system， The log

13、vel.关键词：应急物资 物质分类 库存模型Keywords： emergency material； material classification； inventory model第一章 绪论第一节 应急物资的库存产生背景虽然现在全世界的科技研发工作进步快，对自然灾害的预报相对准确度也在不断地提高，我们应该能应用这些科技成果进行相关的预报，实际情况是很多分布不均的小围的或者局部的自然灾害不断的发生的，前期没有相应的准确预报就没有灾前的抗灾准备，那么灾后的损失是相当的严重。我国本来就是自然灾害常发国，地震与台风等突发性的灾害常常防不胜防，这些灾害照成了生命与财产的极大威胁。从数据分析中可以看
14、出，在20世纪90年代我国的各类自然灾害损失高达全国国民生产总值的11%以上，这等同于全国的财政收入的43%。表1-1是根据中国民政统计年鉴显示的我国最近十年受灾人口统计表。表1-1 我国近10年受灾人口统计图 在中国物流成本的支出与其他国家相比较是是相当大的，在自然灾害总损失中应急物流造成的损失大概占其中的0.1-0.2。2003年我国省发生的非典型肺炎给中国造造成了178亿美元的经济损失，其中物流活动造成的成本损失至少31亿美元。所以对应急物资及相关问题的研究是有必要的。构建应急管理体系，完善应急物资储备体系，使应急物流有效的运行，这些都是保障灾难发生时能对灾情进行控制，对灾民进行快速救助
15、的基础。同时还应该注意合适且经济的应急物资库存与储备是完成应急物流的前提。第二节 研究意义 自然灾害的突然发生是突发事件的一种体现，自然原因是自然灾害发生最重要的因素。伴随现代社会科学技术的发展，应急物流相关问题的研究，一方面提高了人们的预测应急水平但又同时不断带来了新的不确定性变量与参数，这些又增加了应急管理中的许多的不确定性。 由于突发事件的不确定性、紧迫性所以我们对于时限性就提出了高标准和严要求，这要求我们首先要做好有效的事先准备才能快速的实现反应。事先的有效准备包括有形的准备与无形的准备这两种，有形的准备包括物资的准备、资金的准备、场地的准备、救援设施的准备等等，而无形的准备则是指与应急管理相关的应急法律法规、应急方案等一系列的非物资性的准备。利用现代的理论与科技，着重发掘危机管理的规律，探讨相关的应急管理，防于未然这是目前应急管理与应急决策的重点。 此文研究的重点在于探讨怎样在应急管理中用科学进行干预，从而达到科学有效的物资储备，在通过一系列数据挖掘理论并结合应急物流的管理与应急物资的特征，建立起一个具有理论指导意义与实践指导意义的关于应急物资储备分类与应急物流库存模型的决策系统，具有很好的理论研究与实践指导的意义。 一理论意义 人类在进步的同时也带来了许多的不确定性因素与不确定性因子，但应急管理已经在社会各界
