12、ad Construction 交通管理Traffic Management 公共交通Public Transport 环境管理Environmental Management 机构加强Institutional Development,乌鲁木齐市城市交通发展,已经取得的成果 Achievements: 外环路已经竣工，延伸了整个道路网。 Extended road network with completion of outer ring road 打通了千余条巷道，改善了道路微循环。 Rehabilitated over one thousand local roads 完成了轨道交通规划
13、研究和道路事故研究等。 Completed metro study, road accident study 正在进行道路网改善、公交路网改善和停车研究。 Initiated road network improvement, public transport network improvement and parking studies,乌鲁木齐市城市交通发展,正在进行城市交通资产管理系统即道路养护管理信息系统（RMMI）的开发。 Initiated development of urban road asset management system 完成了机动车尾气污染控制战略 Comple
14、ted development of motor vehicle emission control strategy 正在开发公交智能调度信息系统（ITS）、施外环路监控系统和区域交通控制（ATC）系统。 Began implementation of public transport ITS, outer-ring control and ATC systems 正在进行公交改革。Initiated public transport reform process 已把目标从仅仅新建道路转向了综合发展方向 。 Change in attitudes away from just new roa
15、d construction toward more comprehensive interventions,乌鲁木齐市城市交通发展,需要达到的目标: 大家都知道，如果仅仅是修路，只会使交通拥堵越来越严重；仅仅为小汽车修建越来越多的路，只会使交通瘫痪，经济受阻，环境恶化，生活质量大幅下降。 而今后城市是否具有竞争力，取决于是否能吸引来高素质和有创造力的专业人员，即城市自身的发展目标是提高城市的生活质量，这也是“以人为本”的最终目的。 因此，乌鲁木齐要采取一种新的革命性的模式-优先发展公共交通；以公共交通引导土地利用；充分协调多种交通方式与土地利用的关系，包括人行和非机动车交通；发展经济、环保、
