Source of Funds 2.1 The Peoples Republic of China has applied for a loanandcredit from the World Bank hereinafter referred to as the IFI） towards thecost of _ Project， and intends to apply a portion of the proceeds of the loan and credit to eligible paymentsundertheCont
9、ractforwhich these documents are issued. Payment by the IFI will be madeonlyatthe request of the Chinese Government and upon approval by the IFI and will be subject in all respects to the terms and conditions of the Loan Agreement. No party other than the Peoples Republic of China shall derive any r
10、ights from the Loan Agreement or have any claim to the loan。,Construction Management ,7,2.2 Payment from the proceeds of the World Bank Loan willbelimited to goods produced in， and servicessuppliedfrom，Switzerlandandthe member countries of the World Bank which havecommercialrelationswith China. 2.3

Eligibility and Qualification Requirements 3.1 This tender is open to all pre-qualified tenderersfromeligible source countries as defined under the “Guidelines fo
12、r Procurement” ofthe world Bank. 3.2 All goods and services to be supplied underthisContractshall have their origin in eligible source countries， and all expendituresmade under the Contract will be limited to such goods and services. 3.3 The origin of goods and services is distinct from thenationali
13、ty of the tenderer.,Construction Management ,9,3.4 To beeligible forawardofcontract，tenderersshallhave provided evidence satisfactory to the Employer of their eligibilityunder clause 3.1 above， and of their capability andadequacyofresourcesto effectively carryouttheContract.Tothis end，theEmployerand
