1、学 海 无 涯 摘要 “能人治村”作为一种近些年来存在于村庄社区中的政治现象，渐渐成为了 我国农村经济社会发展中的一种可取的治理模式，“村庄能人”能通过个人魅力 和个人威望提升公共权威的影响力，减少决策成本，克服集体行动的困境，并且 通过个人能力和社会资本，获得为社区公共事务发展所必备的丰富的经济资源， 从而提高农村社区公共事务的治理效率。 农村社区的公共品供给和公共事务的发展问题一直是学术界关注的热点，而 “能人治村”对农村社区公共事务的发展所具有的积极作用，使得其现实意义日 渐凸显，因此对它的理论研究就显得十分必要。 在已有的理论研究的基础之上，笔者试图更清晰的去了解“能人治村”的作 用。
2、因此，本文将研究对象固定在一个具体的“能人治村”的村组典型上，通过 对该村组公共事务的发展的描述，并以该村组内农民文化中心这一项公共品的供 给为实例，分析在“能人治村”的背景中，村庄能人对该社区内的公共事务发展 的影响，以及在村庄公共品供给中的具体行为对供给效率的影响。 需要说明的是，本文并不致力于对现实存在的某些问题提出若干政策建议， 笔者认为对现实状况的准确描述，对于问题的解决本身就是很有益处的。 关键词：能人治村；公共事务；农民文化中心供给 ABSTRACT Influential Member in Rural Governance as a political phenomenon

6、etical research on it is very necessary. Based on the existing theory of the study, I attempt to understand the Influential Member in Rural Governance more clearly. Therefore, the object of this study will be fixed on a specific village, in which the Influential Member in Rural Governance is typical

Through the description of the public affairs development in the village, and taking the supply of the Rural Cultural Center as an example, I will analyze the impact of Rural Influential Member on the development of public affairs, and the impact of his specific acts in the supply of public goods
8、on the supply efficiency. It is worth noting that, this paper is not committed to raise a number of policy recommendations for the existing issues in reality, I believe that the accurate description of the situation itself is very useful for the settlement of the issues.
