1、使馆工程项目规划设计至工程开工的工作程序Working Procedures for the Embassy Projects（From Planning Design to the Commencement）1、 外国驻华大使馆（以下简称使馆）须将拟建工程（以下简称该工程）的情况正式照会中华人民国外交部（以下简称外交部）。Foreign Embassy in Beijing (hereinafter referred to as The Embassy) shall present a note to the Ministry of Foreign Affairs of the People
2、s Republic of China (hereinafter referred to as MFA), forwarding its construction plan of the proposed Project (hereinafter referred to as the Project).2、 使馆就该工程的管理和监理事宜与外服局签订管理协议和监理协议外服局提供协议草稿，使馆缴纳管理费和监理费。The Embassy shall sign the Agreements of Management and Supervision with Beijing Service Burea
3、u for Diplomatic Missions (hereinafter referred to as DSB) on the management and supervision of the Project (DSB shall provide the draft of the Agreement and the Embassy shall pay to DSB the fees of management and supervision accordingly).3、 使馆委托一家有资质的中国设计单位（以下简称设计单位）进行该工程方案的初步设计使馆支付设计费。The Embassy
4、shall entrust a qualified Chinese Design Institute (hereinafter referred to as Designer) to do the preliminary planning design for the Project (The Embassy shall pay the design fee).4、 由外交人员服务局（以下简称外服局）代使馆向市规划委员会（以下简称市规委）申报该工程的建设工程规划意见：DSB shall, on behalf of the Embassy, apply for planning suggesti
5、ons for the Project from the Planning Committee of Beijing Municipality (hereinafter referred to as BMPC)工作周期：自市规委受理之日起20个工作日(特殊情况下可延长10个工作日)后出审批结果建设工程规划意见书（以下简称规划意见书）。Duration: Upon receiving the application, BMPC shall issue their approval the Planning Suggestions for the Project in 20 working day
6、s (10 more days may be prolonged in special cases)报批所需资料：Submission Documents: 1、 建设单位出具的申报委托书和填写完整并加盖单位印章的“建设项目规划许可及其它事项申报表”；服务局提供Trust deed from the construction unit, and completely filled “Application Form of Planning Permit and other Matters for Construction Project”, with official seals on it
7、(Provided by DSB).2、 建设用地规划许可证或国有土地使用证、房产证等材料的复印件1份；服务局提供A copy of “Planning Permit of Construction Site”, or Using Permit of State Owned Land, Property Certificate.(Provided by DSB).3、 建设单位对拟建项目情况的说明1份；建设项目拟加层的，需附设计部门出具的建筑结构基础证明文件；服务局及设计单位提供Description to the propose project from the construction u
8、nit, if the project is an addition on the top of the existing building, certificate of foundation structure from the designer should be submitted (Provided by DSB and the Designer).4、 具有资质设计单位绘制的拟建项目设计方案图纸（含主要经济技术指标）1份；设计单位提供 Planning drawing (including technical data) of the proposed project, made
9、by the qualified designer. (Provided by the Designer)5、 在基础测绘基本比例尺（1:500,1:2000）图纸上，用铅笔划出用地围或位置的地形图1份(远郊地区2份)；服务局提供One topographic map (2 for far-suburb project) with the extent or location of the project site marked on the foundation survey drawing with scale of 1:500, 1:2000. (Provided by DSB) 6、
10、依法需要进行环境影响评价的建设项目，需持经相应环保部门批准的环境影响评价文件。Construction project needs, according to law, to be assessed for environment influences should have evaluation documents approved by relevant Environment Protection Department.7、 产生无线电波辐射和可能对无线电台（站）造成有害干扰的建设项目，需要有无线电主管部门的审查同意意见；Construction project may have ele
11、ctromagnetic radiation or interference to radio station should have approved by Radio Control Department.8、 拟搬迁广播电视设施的建设项目及在已有广播电视信号空中专用传输通路建设的项目，需要有广播电视主管部门的审查同意意见；Construction project needs to remove installations of Radio and TV broadcasting or to be built in the special zone for Radio and TV tra
12、nsmission lines, should be approved by Radio and TV Authorities.9、 其他法律、法规、规章规定的相关要求。Other related requirements by Law, Code and Regulations.5、 在获得建设工程规划意见书之后，按照市规划委员会的规定，到市勘察设计管理处办理勘察设计招标手续使馆支付招标费用勘察设计招标工作分为：招标登记阶段、资格预审阶段、招标文件审核阶段、招投标备案阶段。招标工作共需三个月时间完成，其中不包括使馆确定方案的时间。In accordance with the regulati
13、on of Beijing Planning Committee, upon receiving the planning suggestions for the construction project, tendering procedures for survey design shall be undertaken at Beijing Survey and Design Administrative Department. (The Embassy shall pay the tendering fee)The survey and design tendering includin
14、g: Tendering registration; Qualification examination; Reviewing of tendering documents; Filing of tendering and bidding result. The tendering work shall last 3 months, which does not including the time used by the Embassy to make their decision.6、 外服局代使馆委托地质勘察单位进行该工程场地的地质勘察，并向设计单位提供该工程的岩土工程勘察报告使馆支付地
15、质勘察费。DSB shall, on behalf of the Embassy, entrust a Geological Survey Unit to do the survey of the project site and provided the survey report to the Designer. (The Embassy shall pay the survey fee).7、 设计单位根据审定方案通知书进行建筑工程施工设计图纸（以下简称施工图）的设计工作，并经使馆向外服局提供该工程的消防系统、交通布置和绿化设计等图纸和资料。The Designer shall, bas
16、ed on the planning approval, undertake the design of construction drawings of the project (hereinafter referred to as Construction Drawings) and provide (through the Embassy) to DSB the drawings and data of fire prevention system, traffic arrangement and afforesting design.8、 由外服局代使馆向市消防局、市公安交通管理局、市环保局和市园林局等部门征求对该工程的审查意见但需使馆协助出具办理相关手续的照会，如：消防自负照会等。DSB shall, on behalf of the Embassy,
