5、ombark,pestsandsignsoflivepest进入欧盟木质包装的主要法规欧盟关于木质包装和垫料的法规基于2002年FAO的国际植物检疫措施标准（ISPM）第15号制定的，于2005年3月1日强制实施的2004EC号指令规定了由第三国1进入欧盟的木质包装和垫料必须符合以下要求：木材必须经过符合ISPM第15号标准的热处理或者溴甲烷熏蒸处理；木材必须有正式的ISPM15标记；从2006年3月起，所有进入欧盟的木质包装必须去皮。下列木质包装除外：厚度等于或小于6mm的木材完全用胶水、加热和加压生产制造的木质包装，例如：胶合板，纤维板和刨切板。用于欧盟内交易的木质包装。垫木的标准和木质包
6、装的标准相同。但是，2007年以前，由去皮、无有害生物和活的有害生物迹象的木材制造的垫木可以除外。ISPM15MarkWoodpackagingmaterialenteringtheEUshouldcarrytheISPM15mark,whichhastheuniversallyrecognisable,non-languagespecificIPPClogoand3codes(country,producerandtreatmentmeasureapplied).Fordebarkedwood,theletters“DB”shouldalsobeonthemark.Themarkallows
7、foreasyverificationthatthewoodmeetsthenecessaryrequirementsduringinspectionatthepointofexportorimport.Markingsshouldbelegible,visible,permanentandnon-transferable.Theuseofthemarkalsoallowstheimportrequirementsforwoodpackagingmaterialtoremainapaperlesssystem.Forpackagingmaterialwhichalreadyexistedbef
8、ore1March2005,amarkconsistingonlyofthe3codesandwithouttheIPPClogowillbeaccepteduntiltheendof2007.所应用的处理方法生生产者国家ApprovalfortheuseoftheISPM15markmustbeobtainedfromtheNationalPlantProtectionOrganisationoranorganisationofficiallymandatedbytheNPPO.ISPM15标记进入欧盟的木质包装必须含有ISPM15标记。此标记包括普遍承认的，无语种限制的IPPC标识，和3个代码（国家、生产者和使用的处理方法）。对于去皮木材，字母“DB”也要标在标记上。这个标记在进出口检查时，可以非常容易地证实木材符合规定。标记应该清晰、可见、永久并且不可转移。这个标记也使得木质包装进口的要求保持无纸系统。对于2005年3月1日以前已经使用的木质包装，只有三个代码而没有IPPC标识的标记在2007年年底前仍然可以接受。ISPM15标记许可证必须从国家植物保护组织（NPPO）处或者由NPPO委托的机构获得。1瑞士除外
