1、河南财经政法大学硕士学位论文摘 要自改革开放以来，随着社会经济和科技技术的提高，互联网已全面覆盖到人们生活当中，在三网融合背景下，网络是人类生活重要组成部分。但人们对网络也称作是虚拟空间，还有学者表示这是虚拟空间和现实社会之间另一个社会。还有人表示在二十一世纪中，不懂互联网和计算机就证明落后了。随着互联网的深入，放大了社会上很多和网络相关的事物，网络自然而然成为现代化关注的焦点。很多专家表示未成年人和犯罪是现代社会关注的对象，那么在网络上未成年人和犯罪以及网络的关注度也非常高。根据我国互联网中心在2015年出台的第35次中国互联网络发展状况统计报告来看，直到2014年，中国上网人数已达6.5亿
2、，网络覆盖范围达到47.9%，而10到19岁这一阶段的人数达到22.8%，大约1.28亿人，10岁以下年龄段大概有1103万人。互联网的普及，未成年人犯罪是目前最为关注的社会性话题。学术界针对这类问题不断进行研究。但是，很多未成年犯罪问题和事实并不是网络媒体所报道的那样，如何解决这类问题还要通过未成年人网络犯罪研究进行参考。从国际角度来看，我国联合其他国家在不断对未成年人网络犯罪进行研究，全面做好打击未成年人网络犯罪的准备，根据实际情况来看，我国未成年网络犯罪的趋势在不断上升，未成年人网络犯罪给和谐社会和公民合法权益带来严重的影响。目前针对未成年人网络犯罪预防工作没有建立完善的体系，存在的问题
3、没有及时解决，因此很大程度上影响了青少年网络犯罪预防的结果。从传统的预防模式和措施中，当前已经无法满足现代化未成年网络犯罪的特点和跟不上时代的脚步，传统的预防工作没有全面了解到未成年网络犯罪的特征。同时，传统的预防工作有很多社会机构参与到其中，但是没有太大的影响力，而且没有提高工作效率，对未成年人网络犯罪方面没有足够的认识，另外就是在专业和技术以及理论方面还需要社会的参与和积极探索。在结合未成年人网络犯罪相关的文献和资料以及论文过程中，对新时代背景下的未成年人网络犯罪有了新的认识，在预防这一人群网络犯罪的工作中坚信会取得良好的结果。在社会机制参与的过程中，要收集未成年人涉网或因网犯罪各方面的资
4、料、文献、调查、研究以及访谈等来对未成年人网络犯罪的实际情况进行研究，还要通过实际案例和调查结果来分析预防未成年人网络犯罪存在的问题。随着社会不断发展带来的需要，一些社会组织悄然而生，作为第三方组织的社会工作正如调节社会矛盾的调节器，正慢慢的发挥着它不可代替的作用。我们能看出，社会工作专业的理论和工作方法，能尽快弥补传统的预防未成年人网络犯罪工作中策略和理论上的短缺，能有效的为未成年人网络犯罪研究上创造新的思路。另外，随着社会工作的深入和发展，根据社会发展需求和国家宏观经济政策来看，专业机构和组织在不断扩大人才，能够为我们在研究未成年人网络犯罪过程中带来有利条件和相关工作的介入。本文通过研究社
5、会工作专业通过更科学的方式来介入研究未成年人网络犯罪和预防未成年人网络犯罪，以此来努力思考和解决预防未成年人这一弱势群体网络犯罪的问题，最终目的是让未成年人远离网络犯罪。关键词：未成年人网络犯罪；预防机制；社会工作介入；AbstractSince the reform and opening up, with the improvement of social economy and technology, the Internet has fully covered peoples lives. From the traditional prevention modes and measures, it is impossible to meet the characteristics of the

At the same time, there are many social organizations involved in traditional prevention work. However, they do not have much influence, and they
